3 Context Aim: To provide multi-annual funding for the core costs of national organisations in the sector.

4 Overview of SSNO (2019-2022) €30,000 per annum €90,000 per annum
3-Year Total: €16.6m Minimum per applicant: €30, per annum Maximum per applicant: €90, per annum Number and size of grants depend on resource availability and demand. 1st July 2019 to 30th June 2020 Year 1 1st July 2020 30th June 2021 Year 2 1st July 2021 30th June 2022 Year 3

7 Who can apply? SSNO will be specifically targeted at national organisations: With a national membership and/or extensive reach and engagement countrywide That focus on addressing poverty, social exclusion and/or promoting equality Whose activities are aligned with the DRCD Statement of Strategy ( )

(cont’d) SSNO will be specifically targeted at national organisations: With collaborative and partnership approaches With a track record of effective governance and accountability of public funding In need of core funding for sustainability and ongoing operation That apply for ‘core costs’ rather than time-bound project costs

9 Your Budget & Eligible Costs
Outline in Q. 5.1 how the core costs requested are currently funded. Explain why the current funding will not be continued. Indicate when current funding is due to end. Core costs: expenditure considered critical to organisation’s operation and day-to-day running, e.g: salary of core staff member(s); non-salary costs attributable to core staff post(s); contribution to overheads and running costs

Direct costs: salary costs of core member(s) of staff and specific non-salary costs that are directly attributable to the SSNO-funded post. Indirect costs: overheads and running costs of the national organisation. Non-salary costs: directly attributable to core staff which are funded under the Scheme. Listed in Applicant Guidelines (p. 12) Ineligible costs: Listed in Applicant Guidelines (p. 13)

SSNO Funding = Direct Costs (Salary & Non-salary) + Indirect Costs Example: Organisations can submit an application relating to 100% of direct costs Applications for indirect costs must not exceed 20% of the approved direct costs This % will be fixed over the life of the grant

16 Preparation In your organisation talk through the criteria for funding and the information requested on the application form Make a checklist of the information and facts to be collated Be clear and confident in what you are seeking funding for – what is the need or problem? Applicants decide their activities not Pobal/Department. Think about how your activities meet the aim and objectives of SSNO?

17 Preparation Impacts and outcomes – be clear on what success looks like for your organisation; what is your measuring stick? What improvements are you planning? Knows nothing…… assume Pobal knows nothing about your organisation Do not use jargon, use simple language and real life examples Allow sufficient time for gathering, writing and reviewing the application form and supporting documentation

19 Eligibility Application Form Section 2 2.1 Your organisation
National structure An organisation must demonstrate that their organisation: Relates to the whole of the Republic of Ireland by way of individual members or membership organisations or local branches; OR Offers services or supports across the whole of the country (directly/indirectly) Can have one national office or national office and sub-offices Types of eligible organisations Eligible organisations activities must have a focus on one or more of the following: addressing poverty; social exclusion; promoting equality. 20 Submit a completed application form
Criteria Eligibility Uploaded to the SSNO Portal on the Pobal Website by 31 January 3pm Applications that are not submitted on time will be deemed ineligible. Completed application form questions Applicants that have completed the required questions will be eligible for consideration. Supporting Documents Strategic Plan Governing Documents Annual Financial Statements for 2017 Organisation Chart Job Descriptions Failing to submit any of the supporting documents will not result in your application being deemed ineligible. However this will be taken into account in scoring your application against the selection criteria for SSNO.

Information provided on your application form information on your website or publicly available e.g. Charities Regulator or Company Registration Office websites Information in the documents you upload to the SSNO Portal with your application Your track record with Pobal (if applicable)

22 National Remit (10%) CONSIDERATIONS Level of engagement with members and or affiliated groups and beneficiaries. Impact and reach of the organisations actions and activities Application form: Section 2: Your organisation and Section 3 Governance “Flexibility about the type of evidence expected depending on the size and nature or your organisation”

Financial and management controls Reporting and decision making Risk Management Responsibilities e.g. legal and statutory requirements Governance Code or other governance standards Governance documents Track record

25 Value for Money (30%) Context Problem or Issues to be addressed Inputs What resources are required People, materials, venues Outputs Tangible deliverables EG> Number of people supported via a helpline Outcomes Short to medium term effects What does your success look like? Impacts Longer term effects Outcomes and impacts, include in Q 4.6 on the application form Outputs are inserted in the table at Q4.7 on the application form “ Perspective: consideration will be given to the size and nature of the organisation”

26 Value for Money (30%) Have clear costings . An explanation for each cost i.e. how you calculated the cost e.g rate per hour Salary scales used; rates per day or per hour; Whatever assumptions you used to calculate the cost e.g. number of hours or number of days etc. Pobal will consider: How well the applicant has explained the costs? The eligibility of the costs? Are the costs what you would expect and justified by the applicant? Are the costs reasonable, in comparison with other similar funding requests? “Based on these considerations, the amount applied for may be reduced or recommended in full”

27 Need for the funding (30%)
“Each organisation has individualised funding needs” Clearly explain why your organisation requires the specific funding….. Ensure to tell us in relation to your reserves if they are restricted or unrestricted; what your plans are for these? Ensure to tell us about any other factors that may impact on your financial position over the next 3 years e.g. Core funding for x staff will cease in June 2020 Section 5 of the application form

28 Need for the funding Pobal will consider the following:
Current financial position of the organisation based on your signed annual financial statement for 2017 and the explanations provided in your application form (Section 5); How critical the funding request is to maintaining supports and services and to continue as an organisation Priority will given to those organisations that require the funding to continue their operations”

29 Meeting the SSNO Priorities (10%)
Will the actions and activities of the organisation have a positive impact on one or more of the following? - addressing poverty; -addressing social exclusion; - promoting equality. Are the actions and activities of the organisation aligned with DRCD Statement of Strategy ? “To promote rural and community development and to support vibrant, inclusive and sustainable communities throughout Ireland.” Partnerships and collaborations: Provide details on any current partnerships and collaborations and plans for any future collaborations

30 Final tips Relate information to the eligibility and selection criteria Plain English Concise and succinct Plan sufficient time to gather and complete the application form Download the form and test that you can save and upload the information as soon as possible – don’t leave to last minute!
