Nay Sayers! Unemployment was still high & economy wasn’t growing again after the 1st New Deal Critics popped up Conservatives: Liberals: “Naysay on everything I create!”

2 The Second New Deal 1935 Emergency Relief Appropriation Bill
Created several new agencies $5 billion in new spending Rural Electrification Administration (REA) Goal was to bring rural areas up to speed (1935 only 20% farms had electricity)

3 Flint Sit-Down Strike: GM Fisher Body Plant
The Second New Deal Works Progress Administration (WPA) Replaced Civil Works Administration Wagner Act (National Labor Relations Act) Flint Sit-Down Strike: GM Fisher Body Plant

4 The Second New Deal Fair Labor Standards Act (1938)
Regulated workplace conditions Minimum wage = Maximum of 44 hr/week Banned oppressive child labor

5 The Second New Deal Social Security Act (entitlement program)
Social insurance program that provides 2 main benefits: Retirement & disability Who gets it? How is it funded? How does it work? What’s the potential problem? Unemployment insurance was also set up under this act Funding from taxes on employers

6 The Second New Deal Side Note (don’t need to write this down)
After FDR won re-election in 1936 he wanted to continue to push the New Deal forward He was worried that the Supreme Court would continue to block him So in 1937 FDR put together a bill calling for the reorganization of the Supreme Court (Judiciary Reorganization Bill) Said that a new justice should be added to the court for every justice over 70 (there are 9 Supreme Court Justices) Justified this by saying that the court was behind in its caseload b/c the older justices couldn’t keep up (6 out of the 9 were over 70 during this time) His real reason though was to pack the court w/ liberal judges who would be sympathetic to his cause Not surprisingly this was shot down…

Workers NIRA & Wagner Act guaranteed right of workers to form unions & bargain collectively So do you think unions became strong or weak? Do you think unions are strong or weak today?

8 How Good of a Deal was the New Deal?
African Americans (-) w/ Great Depression came competition for jobs & of course discrimination Unemployment rate for African Americans was well above whites (+) Did find work through the CWA & WPA (-) However, still discrimination in these programs (especially in south) (+) African Americans were able to receive an education as well (-) 1935 an anti-lynching bill went before Congress, but FDR refused to back it b/c he didn’t want to offend southern politicians (+) Eleanor Roosevelt arranged for Marian Anderson (famous African American singer) to perform on the steps of Lincoln Memorial in 1939 (the crowd was over 75,000) (-) this came about b/c the Daughter of the American Revolution refused to let her Constitution Hall in Washington D.C. DAR = group that promotes historic preservation, education, & patriotism Raise funds for local scholarships & educational awards, preserve historical properties & artifacts

Native Americans (-) Before the Great Depression many Native Americans were already in poverty (+) policy of forced assimilation was ended (+) gov’t-run boarding schools (many off reservations where they taught “white” education) was replaced w/ regular public schools on reservations (+) improved health care (+) Indian Reorganization Act (1934)  Indian communities received right to set up own tribal gov’t (-) did not bring most Native Americans out of poverty

10 How Good of a Deal was the New Deal?
Mexican Americans (-) most were in poverty before (-) in south most farms/businesses couldn’t afford to hire on anyone (-) AAA (Agricultural Adjustment Act) paid farmers to grow less  needed less help (-) many Mexican laborers were not citizens so they didn’t receive the work relief benefits (-) gov’t deportation
