Part of our solution to improve working practices and ensure that our processes are clear, transparent is a fully integrated and person centred digital tool – the EHC Online Portal. The EHC Online Portal has come about following the ‘Outcomes Project’ that many of you will have been involved with – Liz Lake, our Quality Assurance lead led this project back in 2017. This is a very significant piece of work and will take some time to test and implement, but we are confident that through working in partnership with you this can be a success. We will need to start with some pilot work, focusing on key elements of the system and we are at the stage where we are starting to formalise the different phases of the programme. It’s important that we don’t rush this – we need to get this right, developing it together so that we have a shared commitment to its success and sustainability. EHC Online Portal A hub for Professionals A hub for education settings A hub for families Key features: EHC assessment request pathway Smart case dashboard – Easy case tracking & reporting across all cases Individual Case Tracker with alerts & notifications Case Timeline Summary & Case notes Smart assessment pathway – Easy & secure advice requests EHC Plan builder with parent/ Carer & Setting consultation Full EHCP review pathway Individual EHC Case tracker Smart case dashboard Case visibility for Head teachers Full EHCP Review pathway including meeting scheduling, consultation and Review Report writing Information, advice & EHC assessment request EHC case tracker Text and alerts/ notifications “About me” & “My Parents/ carers’ views” – Multimedia spaces Online EHC Plan (including parent/ carers consultation) Online EHCP Review process The project identified that there were significant gaps – these will be a particular focus in the forthcoming SEND local area inspection: The ability of leaders to understand the progress and impact of outcomes particularly on vulnerable groups within the borough Lack of evidence to demonstrate how we know we are making a difference to improving outcomes for CYP with SEN. Focus on attainment, rather than progress and outcomes. There is some good practice amongst some education settings and other provision in Bromley but this is too often delivered within silos and not holistically across Education, Health and Care. The EHC Portal is a person centred digital approach which facilitates two core statutory processes: the needs assessment and annual review process The benefits are significant and they are important across education, health, care, providers, children, young people and families.
