CHALLENGES Asking questions EU fisheries economics programme (Communicating results) Asking the right questions: Too little use has been made of the available data; Sometime questions are ‘stratospheric’ and cannot be answered; Many in my view relevant questions have not yet been raised. There is still a fear of the of what is perceived as political context. Economics programme Now cooperation within STECF (driven by EC agenda and policy obligations) and within individual projects I would like to see an ICES like approach with a certain level of scientific independence Results – we have to define who want to know what and deliver tailor made information products

QUESTIONS WHAT - Information needs? WHY - Purpose / context?
WHEN – timing? HOW - Resources? Feasibility of satisfactory answer. Formulating questions is underestimated. Remember: question already contains part of the answer. Questions should not be parachuted at researchers and consultants, but rather discussed with them. Sometimes they are unrealistic and sometimes much more can be said than expected. WHAT are the information needs? WHY do you want to know, i.e. what is the Purpose / context? WHEN is the information required? HOW MUCH resources are available? This determines the feasibility of satisfactory answer. In some cases the questions are completely unrealistic. Formulating questions is underestimated. This requires: a/ distinguish those who know from those who do not and b/ trust the advice.

QUESTIONS Economic efficiency and social costs
EU wide tradability of fishing rights Incentives (royalties, subsidies) Aging fleets and fishermen Sector consolidation MSY versus carrying capacity Conditions What someone might want to know but is afraid to ask. Efficiency: profits vs employment Tradeability: efficiency vs protection of national interest. Natural resources are often exploited by multinationals Payment: allows to collect income from national resources, even if they are not exploited by nationals. Aging: investments seriously down from 2000 vessels in 2006 to 1 in 2015 and 250 in Implications also for ancillary activities! Consolidation: 20% of the fleet produces 80% of the catch! But apparently stocks in poor state in the Med, where small scale fishing is the rule. Is consolidation a problem? MSY: not all stocks at MSY level at same time. Policy choices have impact, even if we cannot determine what the composition of stocks in the sea will be. Conditions: redtape, access to bank credit and other requirements

Data Theory Testing Users Effectiveness and efficiency Innovation Exchange Quality I HAVE A DREAM Economic ICES on small scale Improve efficiency and effectiveness through intensified cooperation Data: Full exploitation of available data, in particular link to logbooks; data integration – individual observations / detailed data Development and empirical testing of theories is essential to contribute to discussions on multi-species MSY or ecosystem based approach Involvement of end-users is crucial to understand their information needs. Innovation: data collection, validation and processing Exchange: tools, experiences, approaches. Avoid inventing the wheel. Quality: requires continuous attention Results are only relevant when they are properly communicated. Analytical results Information products
