Text proposal for A Compromise approach (web/audio ) The correction coefficient(s) shall be determined from a set of charge-sustaining tests according to paragraph 3. of Appendix 2 to this Annex. The number of tests performed by the manufacturer shall be equal or more than 5. The set of measurements shall fulfil the following criteria: This set shall contain at least one test with ΔEREESS,CS≦ 0 and at least one with ΔEREESS,CS> 0. The difference in CO2 between the test with the highest negative electric energy change and the test with the highest positive electric energy change, both are the outer tests related to the electric energy change, shall be equal or more than [5 g/km], The required number of tests can be reduced to 3 tests if the following criteria are fulfilled in addition to a) and b): the difference in CO2 between two adjacent measurements, referred to the electric energy change during the test, shall be equal or less than [10 g/km], in addition to b) the test with highest negative electric energy change and the test with the highest positive electric energy change shall not be within the region that is defined by −1 % ≤ ∆E REESS E fuel ≤ +1 %, the test in between the test with highest negative electric energy change and the test with the highest positive electric energy change shall be within the region defined in d). The correction coefficients determined by the manufacturer shall be reviewed and approved by the technical authority prior to its application. If the set of at least 5 tests does not fulfil criterion (a) or criterion (b) or both, the manufacturer shall give evidence to the responsible authority why the vehicle is not capable to meet either or both criteria. If the responsible authority is not satisfied with the evidence, he can require additional tests to be performed. If the criteria after additional tests are still not fulfilled, the responsible authority will determine a conservative correction coefficient, based on the measurements. Final judgement by type approval authority The criteria for the RCB correction measurements are a guideline to achieve a well-defined KFUEL and a good linearity. If it is not possible to fulfil these criteria, in my view the following steps should be taken Manufacturer has to provide evidence (if applicable) why the range of ∆E REESS is too narrow why the measurement points are not evenly distributed over the ∆E REESS range why he was not able to find a measurement close to ∆E REESS =0 If the responsible authority is not satisfied with the evidence, he can require additional tests to be performed. If the criteria are not fulfilled, the responsible authority will determine a conservative correction coefficient, based on the measurements.
