Embeding SA into OP and ESF
Initial idea: Shift from passive towards active approach within social policies SA should be covered with ESF founds Challenge: Difference between experts in social field and experts on ESF rules ► what is the aim of enrolment into SA program and what should be a result Results: SA is part of ESF – 10 m for establishing the system and 30 m for SA programmes, 0.5 m for IT support

NEW PILOT PROJECT- SOCIAL ACTIVATION
3 PILLARS OF THE PROJECT: 1. Development of accessible and quality programs of social activation for individuals most distant from the labour market and not being capable to enrol to the ALPM programs due to their specific needs and deficits; 2. Introducing network of coordinators for social activation on regional and local level to work with socially excluded people and development and promotion of better (improved) collaboration between SWC and Labour offices; 3. Development of IT system to provide effective support of the „social activation“ approach;

Establishing System of SA Reason for new system: - connecting gap between - CSW and ESS - people in need of SA – who‘s responsibility ► establishing SEP – 16 RMU ► establishing Project Unit – 48 KSA ► cooperation with local community, CSW and ESS ► individual work with person – concluding personal agreement ► Role of inter-insitutional commissions (2012)

Achivments - midterm 25 long project SA (50 programmes)
29 short SA programmes (7 projects) 13 hybrid programmes SA More as 1100 persons included Midterm evaluation

Key issues which to be answered during the pilot project are:
How to design and provide the widest possible range of tailor-made programs which will have an effective exit; How to provide the right balance between income support and the provision of services; How to balance the aspect of empowerment and conditionality in relation of positive image in (general and expert) public.
