2 Introduction Priorities and measures of ESF in Slovenia are result of discussions between different actors and follow the national strategic documents Priority 2: Knowledge, Human Resource Development and Employment of the Single Programming Document and Programme Complement (Objective 1)

3 “Knowledge, Human Resource Development and Employment”
30% of all Structural Funds’ resources (100.8 million EUR) Measures: 1.Developing and promoting active labour market policies (30%) million EUR 2. Facilitating social inclusion (10%) -9.7 million EUR 3. Lifelong learning (30%) – 29.1 million EUR 4. Fostering entrepreneurship and adaptability (30%) – 29.1 million EUR Technical assistance - ESF: 3.9 million EUR

4 EQUAL - Slovenia Total resources -8.4 million EUR Priority themes:
1.Facilitating access and return to labour market (60%) – 5.2 million EUR 2. Promoting LLL and inclusive work practices (15%) – 1.3 million EUR 3. Reducing gender gaps and supporting job desegregation (15%) – 1.3 million EUR 4. Social and vocational integration of asylum seekers (2%) million EUR Technical Assistance - Equal: 687,000 EUR

8 Implementation Steps:
Regulation on the Structural Funds Implementation in Slovenia ( ) Responsible bodies, their tasks and responsibilities, information, reporting, financing flows Implementation structure of the SPD Priority 2 Concrete programmes under measures, their length, eligible actions and costs, broad criteria for selection,… 3. Programme Committee – approved the implementation structure 4. Monitoring Committee – approved the selection criteria Managing Authority – approved the measures of the implementation structure Government - approved the “financial plan of payments for projects at the level of measures” – prepared by the Managing Authority and Paying Authority GREEN LIGHT FOR START OF IMPLEMENTATION

9 Implementation Steps (cont.):
Preparation of the guidelines of the Intermediate Body to the holder of the budget item (support by the Twinning project) Preparation of specific guidelines for Final Beneficiaries on implementation, financial management and control Preparation of the Contracts – for each activity of the implementation structure – signed – the final basis for the preparation and launch of the programmes and tenders Preparation of the Programmes and Public tenders. In parallel we are working on – guidelines, system,…: Monitoring system (ESF-Module – is prepared and could already receive harmonized data from Final Beneficiaries – however the whole operation of the system will be realised until the end of the year Finalising of the: Guidelines and preparation of information and publicity activities Financial management and control Reporting Evaluation

11 ESF-TYPE OF INSTRUMENTS
Proportion of the National Programmes and Public Tenders in 2004; Slovenia decided to launch majority of the programmes only for 2004 Why? – We will use the experience from the first year for the next years – the whole period. At the end of the year we will review all the procedures, guidelines and implementation instruments (Public Tenders vs. Programmes)

14 Future Steps and Challenges
IMPLEMENTATION Review the guidelines and all procedures according to first experience Finalise the ESF-Module with – help of Twinning and Technical Assistance Training of the employees – Final Beneficiaries Control, Reporting, Monitoring, Evaluation Support needed: EXCHANGE OF EXPERIENCES – concrete problems ESF-Module – monitoring Concrete implementation questions – eligibility Twinning – different approaches from different responsible institutions (Spain, France, Portugal, Germany) – find the best mix for the adoption to the Slovene situation….
