Child Care and Development Block Grant Act of 2014 (CCDBG) / Child Care and Development Fund (CCDF)
Federal law Administered by the Administration of Children and Families (ACF) Reauthorized in 2014 Many new mandates Dictates POC state policy Authorizes the Child Care and Development Fund Child Care and Development Fund Primary source of federal funding for the POC program Assists with implementation of early care and education priorities

To provide subsidized child care services to all eligible families with a need for care. To promote quality in the early care and education system.

Eligibility Policies States must: -Authorize 12 months of child care - Provide for the graduated phase out of assistance

Key Legislative Changes Continued
Background Check Requirements - Must be done every 5 years - Must include a check of: -State criminal and sex offender registry of all states a staff member has lived in the past years -State child abuse and neglect registry of all states a staff member has lived in the past 5 years - The National Crime Information Center (run by FBI) - FBI finger print check - The National Sex Offender Registry (operated by DOJ) Compliance date: 9/30/2017 Waiver submitted and approved New compliance date: 9/30/2018

Key CCDF Legislative Changes
Consumer Education States must provide via a website: Comprehensive consumer education regarding their child care options, the quality of providers and availability of child care, etc. Results of monitoring and inspection reports Annual reports on the number of deaths, serious injuries and instances of child abuse A description of licensing and monitoring requirements and process for background checks (including offenses that prevent individuals from becoming providers) Compliance date: 11/19/17 Waiver submitted and approved New Compliance date: 8/31/18

Compliance Dates Criminal Background Checks- 9/30/18
Monitoring of License Exempt Providers – 5/30/18 Minimum Quality Spending – must be at 7% by FY ‘16, 8% by FY ‘18 ,etc. Infant and Toddler Spending – must be at 3% by FY ’17 Child Care and Development State Plan July 2, 2018

Market Rate Survey -Mandated by CCDBG to ensure equal access to child care that is comparable to private pay -Must be valid and reliable -Must reflect variations in cost of child care by: ages of children, provider type, and geographic location -Must be conducted every three years -Last one conducted in Currently reimbursing at 2011 rates -Required to benchmark the reimbursement rates using the most recent MRS (2018)

-Complete CCDF Plan and make public-April 27, 2018 -CCDF Public Hearing-May 17, 2018 -Public Comments Due-June 18, 2018 -CCDF Plan Revision- June 22, 2018 -CCDF Plan Due-July 2, 2018
