3. Historical Perspective
In the Cold War era, reliance on forward basing and prepositioned equipment tended to mask the importance of RSO&I. The main objective was to receive REFORGER units and link them with their Prepositioning of Materiel Configured to Unit Sets (POMCUS). It wasn’t until the largescale deployment of forces to Operation Desert Shield that the Army rediscovered the difficulties inherent in moving large bodies of troops and their equipment, over intercontinental distances, and reforming them into combat unit’s in-theater. Other operations since then experienced the same problems on a smaller scale.

4. Purpose
It integrates the deploying forces into the joint area of operation and is the responsibility of the supported commander. Deployment is not complete until the deploying unit is a functioning part of the joint force.
The time between the initial arrival of the deploying unit and its operational employment is potentially the period of its greatest vulnerability.
During this transition period, the deploying unit may not fully sustain itself, defend itself, or contribute to mission accomplishment because some of its elements have not attained required mission capability.
RSOI planning is focused on the rapid integration of deploying forces and capabilities to quickly make them functioning and contributing elements of the joint force.

5. Principles of RSO
The purpose of unity of command is to ensure unity of effort under one responsible commander for every objective. In the context of deployment and redeployment operations.
Unity of Command
Synchronization links deployed personnel, equipment, and materiel in a timely manner. A well-synchronized flow expedites buildup of mission capability and avoids saturation at nodes and along lines of communications (LOCs), thereby enhancing survivability.
Synchronization
Moving unit personnel and equipment on the same strategic lift platform provides distinct advantages for units and the force closure process. It leverages the strength of the chain of command, simplifies force tracking, and increases training opportunities.
Unit Integrity
Balance applies to managing the TPFDD flow. Managing the TPFDD allows the supported CCDR to adjust the movement schedule for units as mission requirements or conditions change.

6. Definitions
Reception: The process of unloading personnel and materiel from strategic transport, marshaling the deploying units, transporting them to staging areas, if required, and providing life support to deploying personnel.
Staging: The process of assembling, holding, and organizing arriving personnel and equipment into units and forces, incrementally building combat power and preparing units for onward movement, and providing life support for the personnel until the unit becomes self-sustaining.
Onward Movement: The process of moving units and accompanying materiel from reception facilities and staging areas to TAAs or other theater destinations, moving arriving non-unit personnel to gaining commands, and moving arriving sustainment materiel from reception facilities to distribution sites.
Integration: The synchronized transfer of authority over units and forces to a designated component or functional commander for employment in the theater of operations.

8. PLANNING CONSIDERATIONS
Analyze the higher headquarters mission with emphasis on the higher unit’s HR mission to ensure synchronization of HR support (review task organization)
Identify liaison personnel to clarify issues with the higher headquarters’ mission
Identify all essential, implied, and specified tasks
Define HR CCIR and EEFI
Define the scope of the operation (type, duration, size and composition of the force)
Define the capabilities and locations of Ports of Debarkation (APOD/SPOD)

14. Deployment Support
Once the unit has prepared their equipment for deployment, the equipment moves to a central staging area on the installation for further processing. The name, organization and responsibilities for these staging areas may differ between installations however the functions performed to prepare units for movement are essentially the same. The size of the units supported and the frequency of their deployments will have a direct bearing on the size of the installation deployment processing facility.
Human Resources
SRP. The supporting installation or area command normally establishes SRP checks as a part of the predeployment process to ensure personnel readiness status. These checks include personnel readiness status, military pay support, legal, medical, dental, security, and religious support. The installation will assist commanders, Soldiers, emergency essential civilian employees, and their Families in preparing for deployment. Additional responsibilities include conducting predeployment briefings to assist Soldiers, deploying Army civilians, and their Families in putting their personal affairs in order, and to inform them of available support services.
Deployment support process. This comprehensive process that ensures Soldiers, DA Civilians, and their Families are better prepared and sustained throughout deployments. The goal of deployment support process is to facilitate Soldier, DA Civilian, and Family well-being throughout the deployment and provides a means to identify those who may need assistance when faced with the challenges of deployments.
The theater human resources manager, in coordination with the TSC is responsible for personnel accountability at the theater processing centers. The unit remains responsible for conducting strength accounting through manpower and personnel channels. The human resources element at the processing centers verify unit manifests, coordinate manifest changes with the USAF, and transmit final flight manifests to the appropriate commands, human resources agencies, and destination installation commanders.
