Illinois Senator nicknamed “Little Giant” Senator Stephen Douglas & Popular Sovereignty Allow citizens to vote and declare their territory slave or non-slave (do what’s popular) 1854 Proposed dividing land west of Iowa into two territories. He wants to build a railroad.
