The Kansas and Nebraska territories will be given popular sovereignty in regards to becoming a free or slave states.

It gives the popular vote the final say if the state could become free or not
Bleeding Kansas
As a result of the Kansas Nebraska Act, a series of disputes between pro and anti-slavery groups resulted in fighting and deaths. People who had strong opinions rushed in from both sides to try and establish Kansas as either a free or a slave state.
