Regional and National Tuna Data processing strategy in the future
Fifth Tuna Data Workshop (TDW-5) 18-22 April 2011, Noumea, New Caledonia SESSION 6.2(b) Regional and National Tuna Data processing strategy in the future This is a brief presentation looking at what we might envisage a regional auditing system of tuna fishery data collection and management systems to involved (or comprise) … Oceanic Fisheries Programme (OFP) Secretariat of the Pacific Community (SPC)

Regional and National Tuna Data processing strategy for the ...
SHORT (1 year), MEDIUM (3 year), and LONG (3+ years) term This is a brief presentation looking at what we might envisage a regional auditing system of tuna fishery data collection and management systems to involved (or comprise) … Oceanic Fisheries Programme (OFP) Secretariat of the Pacific Community (SPC)

Presentation Outline Where processed data are used and user requirements … Strategy in short, medium and long term… LOGSHEET DATA PORT SAMPLING DATA OBSERVER DATA Strategy – a coordinated approach … Strategy – typical sequence of events … Potential problems/constraints, consequences and action required… Reference : Increased demands for tuna fisheries data management in Pacific-island member countries (HOF-2009 WP) (as per slide)

Where processed data are typically used …
SPC/OFP WCPFC Stock Assessments and related analyses Fisheries monitoring and characterization Analyses in support of member countries, FFA and PNA NTFSRs Bio-economic studies Fisheries management (e.g. PS and LL VDS) Member countries Fisheries MCS Fisheries Development Annual reports, including obligations to WCPFC Briefs for access negotiations Fisheries management (including input to oordinated regional initiatives) FFA/PNA Economic s and Fisheries development WCPFC Input to WCPFC meetings (SC, TCC and regular session) Provision of data to other WCPFC-related work (…not mentioned above) Other entities (as per slide)
5
Processed data – USER REQUIREMENTS
TIMELY e.g. data must be available for stock assessments by May 2011 ACCURATE/RELIABLE (QUALITY) e.g. data must have been comprehensively check for errors REPRESENTATIVE (COVERAGE) e.g. data are as close to 100% coverage as possible (as per slide)

DATA PROCESSING STRATEGY
A coordinated approach to ... Reviewing data mgmt. resource needs in member countries ... Building capacity to manage data in member countries ... Resources (human, hardware and software) Training ...while ensuring processed data available to USERS are Provided in a TIMLEY manner... ACCURATE and RELIABLE (thru data audits/quality control) REPRESENTATIVE (thru monitoring of coverage)... (as per slide)
18
DATA PROCESSING STRATEGY
Typical sequence of events ... Member country requests assistance Needs are determined Short, medium and long-term data processing strategy Resources (human, hardware and software) Training requirements Plan developed ... Implementation Visit to install database system Training ... In-country training (specific DB training or National Tuna Workshop) SPC Attachment training Regional Tuna Data Workshops Specific Regional Database Training workshops (e.g. TUFMAN WS) Review Progress and Needs - Ongoing assistance Specific visits to audit the data management systems (quality control) General support/review visits ... Plan for retraining/refresher training, as required (see extent of training offered above) (as per slide)
19
Data processing strategy - Potential problems / constraints
Problem/Constraint Consequences Action Lack of resources for scanning. Scanned data not sent to SPC. Delays in having data availability to users Review data mgmt strategy for country... Review resource needs... Seek temporary solution? Lack of resources for data entry in-country Delays in having data processed/available in-country Review data processing strategy for country... Data quality problems identified by audit in-country Erroneous data Missing data Data can’t be used. Data need to be re-entered ... (inefficient) Re-training Ensure scanned data continue to be sent to SPC Lack of resources at SPC to support member countries (Technical/audit staff) Untrained staff in countries Concerns on data quality / data can’t be used Lack of technical staff in member countries Disruption/delays when problems occur Ensure scanned data are sent to SPC in interim Data entry not achieved by member country Data not available to country Review strategy ...
