Presidential Powers and Limits

1) Approve or veto bills LIMIT:
Vetoes can be overridden by 2/3rds majority in both houses.

2) Call Congress into a special session
LIMIT: None, but rarely necessary since Congress is usually in session.

3) Propose laws or programs
President can’t personally introduce bills into Congress. Congress may not want to move as quickly because members can serve multiple terms. LIMIT:

4) Authorize the use of nuclear weapons
LIMIT: NONE

5) Authorize the use of force
LIMIT: (War Powers Act) Limits the President to 60 days without Congressional approval. Must notify Congress within 48 hrs

6) Power of appointment ( Supreme Court Justices, cabinet members, ambassadors)
LIMIT: Must be confirmed by the Senate by simple majority

7) Enter into treaties LIMIT: Must be ratified by the Senate by
2/3rds majority

8) Prepare and submit the federal budget
Budget must be approved by Congress and is always revised with many changes. LIMIT:

9) Issue pardons, amnesty, and reprieves
LIMIT: May grant these only for federal crimes
