2 1) Approve or veto bills LIMIT:
Vetoes can be overridden by 2/3rds majority in both houses.

3 2) Call Congress into a special session
LIMIT: None, but rarely necessary since Congress is usually in session.

4 3) Propose laws or programs
President can’t personally introduce bills into Congress. Congress may not want to move as quickly because members can serve multiple terms. LIMIT:

5 4) Authorize the use of nuclear weapons
LIMIT: NONE

6 5) Authorize the use of force
LIMIT: (War Powers Act) Limits the President to 60 days without Congressional approval. Must notify Congress within 48 hrs

7 6) Power of appointment ( Supreme Court Justices, cabinet members, ambassadors)
LIMIT: Must be confirmed by the Senate by simple majority

8 7) Enter into treaties LIMIT: Must be ratified by the Senate by
2/3rds majority

9 8) Prepare and submit the federal budget
Budget must be approved by Congress and is always revised with many changes. LIMIT:

10 9) Issue pardons, amnesty, and reprieves
LIMIT: May grant these only for federal crimes
