Senior Federal Travel Report Update
Interagency Travel Management Committee July 22, 2009 Thank you for the Opportunity to provide the ITMC with an update on the progress of the SFT tool and reporting. Last October when I briefed the ITMC the SFT tool was but a dream and all I could show were screenshots of the tool and talk about good things to come… Today, I am pleased to talk to share with you three successes – success of a completed tool, success of a robust agency participation and success of the first report produced by the tool and submitted to the Office of Management and Budget. Authorities OMB Circular A126 Improving The Management and Use of Government Aircraft (5/22/1992) Federal Travel Regulation ( 3 Parts) § – 266; Travel on Government Aircraft; § – 808; Polices and Procedures for Agencies that Authorize Travel on Government Aircraft; and § – 910; Policies and Procedures for Agencies that own or Hire Government Aircraft for Travel. Authorities OMB A126 – FTR – in three sections. All pretty much the same Changes coming to the FTR in terms of reporting requrements… at the very least the regulations need to address the tool

Purpose Identify senior Federal officials' and non-Federal travelers’ use of Government Aircraft Support agencies in the management and control of government assets. -- Government Aircraft This is what the policy is driving…the intention is Identify and Management and Control Identify SFOs and Non Federal travelers who are using the Aircraft AND Provide agencies with policies on managing the use of the Aircraft….. A very important concern during Administration transistions and use. Optional : attempt to cancel – agencies actually pushed back and wanted the report help maintain the discipline 4

Change SFT Reporting Process is Automated Data consistency
Real time availability Query tool for reporting Transparency Success number 1 SFT tool is now on line and has been tested by the agencies , Becky Rhodes, my SES over the Office of Travel and Transportation and Asset management likes to remind us on a fairly regular basis that, nothing is constant but change. Paper is out and automation is in…. This change has brought,,,, Data consistency , Real Time data availability And Transparency. 5 5

Overview 1st Period 09 15 Agencies Reported 9 reported with trips
6 reported negative (no trips) 1,355 Trips SFO and Non-Federal $ 3.6 Million Cost to Government Success # 2. First pd report….the devil is in the details as we all know but Craig has asked me to keep my discussion short so I am not going any deeper in the data then what is on this slide. BuT this is an opportunity to let you know that 6 6

Going Forward Agencies should post real time (new)
Maintain six month reporting discipline Annual report (new) Data only visible to GSA upon agency approval “Accepted” records OGP continues training and tool enhancements Preparing for 2nd period report Looking toward the approaching reporting cycle these are ideas that need to be conveyed.. First, agencies should work toward reporting on a 7 7
