With 80% accuracy: Identify key concepts of R&A and their relationship to installation programs; R&A responsibilities of the Director of Resource Management (DRM) and the installation staff; the purpose of R&A and the reasons for implementing an R&A program; phases of the R&A cycle; and advantages and disadvantages associated with statistical presentations of R&A SHOW SLIDE 2: STATE TERMINAL LEARNING OBJECTIVE Safety Requirements:  Everyone is responsible for safety. A thorough risk assessment must be completed prior to every mission or operation. Risk Assessment Level: Low Environmental Considerations: NOTE: It is the responsibility of all Soldiers and DA civilians to protect the environment from damage. Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. What is R&A? Process of evaluating how well an organization is meeting its goals and objectives Process of periodic appraisal and evaluation of standards and trends SHOW SLIDE 4: What is R&A? Note: Refer students to the Review and Analysis Summary Sheet page1, paragraph 2. Read 1st bullet Read 2ns bullet – Consists of reviewing all facts and looking for deficiencies / excellence and trends - So it’s not just to fid out what we are doing wrong (shortfalls). - It’s also used to find out what we are doing right and then share the information to those that have problems with that area. My experience with periodic appraisal is “things that get checked are what get done” We all have been there – “hey go find out what they are checking and get an inspection checklist from them” – make sure we are good. An example of why do a R&A – If you have a goal of a 95% or rate CDR wants to know if you are meeting it - If not – why- Problem with the part request system / training - If someone is meeting it – why are they and not everyone else – have they found a better way of doing it? 1/16/2019 FINANCIAL MANAGEMENT SCHOOL

Purpose of R&A TO PROVIDE Meaningful information 12 & 9 3 6 SHOW SLIDE 5: Purpose of R&A The primary purpose of R&A is to provide timely and meaningful information to decision makers / commanders As far as timely – you don’t want to wait until the end of the year Meaningful information – Don’t just throw up a slide with a bunch of numbers on it – conduct an analysis and make a recommendation R&A also provides commanders with information on the progress made toward mission objectives. to the Commander 1/16/2019 FINANCIAL MANAGEMENT SCHOOL

Fundamental Concepts of R&A Conducted at every echelon. Continuous process. Staff is responsible for assisting the Commander. “Management by Exception”: Highlight only those activities in which significant deviations and critical problems have a direct bearing on the execution of the mission. R&A Responsibilities Installation Commander: Provides guidance. DRM: Management Analysis Division Coordinates and manages the R&A program. Major Activity Directorates (MADs): Provide input for the R&A program. Phases of R&A Planning Review past commitments Confer with the commander Preparation Prepare like units in same formats Presentation Oral presentation Publication Report/Follow up Ensure compliance SHOW SLIDE 9: Phases of R&A 4 Phases – we will discuss some tips for each phase Planning Start working on planning phase as soon as the last one is done. Review past commitments – What did the boss ask last time? Confer with the commander and have him confirm what the wants reviewed. Preparation Prepare like units in like formats – make everything the same – charts, data - Ever have a CDR say “I’m confused – What is this telling me?” - “Is this saying the same as what the last guy briefed?” Presentation It generally takes two formats: - First an oral presentation to the installation commander - Second the publication of the quarterly review data into a command performance summary Follow Up Once you have the CDR’s guidance or directed actions – you need to follow up and ensure that you are in compliance. 1/16/2019 FINANCIAL MANAGEMENT SCHOOL

Common Problems Data selection Too much detail Failure to review standards Presentation of favorable information only SHOW SLIDE 10: Common Problems Some common problems with the way data is presented Bullet 1 - People often present data based upon how easy it is to obtain rather than its relevance Bullet 2 - Keep it simple - “What does this tell me”? Bullet 3 - Not knowing what you are supposed to be measured against - Did you review the performance factors.
