Desk Aid: CASAS for Non-duplicative, Seamless Basic Skill Assessment
Clients are required to use CASAS Employability Competency Series as a first step in determining basic skills deficiencies. Who? Clients seeking employment and training services that require basic academic skills as a foundation for further training will use a common assessment tool, CASAS. Why? CASAS (Comprehensive Adult Student Assessment) Employability Competency Series (ECS) Appraisal Test 130 What? When? As a first step in determining Basic Skills Deficiency as indicated by program* requirements. CASAS test scores are recorded in SKIES and in Program Participant paper documentation file. Clients who may have basic academic skills deficiency may be referred to training providers. Final Steps The rationale for this recommendation accords with the overall vision of the one-stop system. Clients seeking employment and training services that require basic academic skills as a foundation for further training, such as vocational or technical training, should not have to take a multitude of basic assessment tests for each component of the one-stop system. The client should be able to move through the one-stop system seamlessly and without unnecessary or duplicative testing. Through a common assessment tool for basic academic skills, needless duplication is eliminated. In addition, the components of the system should be able to work together to reduce unnecessary duplication for the system itself. *See each program to determine the program’s basic assessment requirement. Programs may include, but are not limited to: WIA Adult and Youth, and Dislocated Worker. Policy: SCWDC WS Revised: 06/21/2012
