3 AP Comp Gov Take out your graphic organizer on drug wars. We’ll start today with the presentations we didn’t have time for last Friday.

4 MUN 4 On your computer, go to my weebly, then under Mexico there is a warm up titled “10 things to know about Nigeria today.” Read it, and decide which is most important and why.

5 AP Comp Gov Read the article from last class on the 2000 election titled “Mexico, Voting in New Leader, Begins Political Sea Change” Use the article to fill out the last box on your graphic organizer from last class.

6 Government Institutions and recent elections in Mexico
Let’s start with some notes!

7 The Basics Based on the Constitution of 1917: Federalist government, with 3 branches with checks and balances But, under 71 years of PRI rule… Became authoritarian Dominated by the executive Lots of state corporatism to dominate civil society Since the 1980’s, Mexico has become much more true to its constitution

8 The Executive branch Serve 1 6 year term (sexenio—why?)
In the 2000 election, the PRI lost! Vicente Fox, from the PAN party, won with 43% of the vote (no runoffs in Mexico) PRI got 36% Actually criticized for being too weak (democratic, no patron-client system) Broke up huge patron-client system, at least for a while Besides patron-client system, basically has the same powers as the American president: Negotiate treaties Nominate Supreme Court justices Introduce legislation to Congress Create budget

11 Bureaucracy Under the power of the executive 1.5 million employees!
Under PRI, all tied to patron-client system, tons of bribes and promotions of supporters Lots of para-statals (more on them later)

12 2006 Presidential Election
1994—PRI candidate assassinated, replacement still won 2000—PAN (Vicente Fox) won for 1st time ever 2006—Very competitive election Obrador—PRD, vs. Calderon—PAN Obrador’s campaign slogan: “Por el bien de todos, primero los pobres.” Calderon won, but by .5% Obrador organized huge protests, called himself “Legitimate President of Mexico” for 6 months! Eventually lost support of his own party Blow to legitimacy in Mexico

13 Pena Nieto Elected in 2012 Return of the PRI!
PRI won the most seats in the Chamber of Deputies and the Senate, but not a majority Concerns about return of the PRI? Elected with ______% (not the most legitimate leader ever)

15 Timeline! You have 20 minutes to create a timeline of Mexican history. Include 6 of the following events in your timeline. Include a picture, brief description, and date for each event. Mexican independence Porfiriato Mexican Revolution Constitution of 1917 Cardenas’s Presidency Pendulum theory The Mexican Miracle Neoliberalism in Mexico Fall of the PRI Presidency of Vicente Fox 2006 election Presidency of Felipe Calderon Presidency of Enrique Pena Nieto The fall of the PRI

16 Legislative Branch Bicameral Lower House—Chamber of Deputies
Upper House—Senate 128 senators Getting stronger since the fall of the PRI, now the legislature has similar responsibilities as the United States Pass legislation Check President Confirm Presidential appointees

17 Voting in Mexico President—First past the post (plurality), no run-off
Senate— 2 senators by plurality from each state 1 senator from whatever party gets the 2nd most votes in the state 32 senators based on proportional representation of national vote (if a party gets 33%, they get 8/32 seats) House of Deputies 300 plurality single member districts 200 proportional representation (Sound like any other country pre- 2007?)

18 Judicial Branch Developing, getting stronger like legislative branch
Code law Federal and state courts, but federal courts are better developed Supreme Court—Technically has judicial review, but rarely overrides key legislation (sound familiar?) Not much trust in judges, lots of perceived corruption Lots of differences in local law (sound familiar?) Calderon—ORAL TRIALS, Pena Nieto—GENERAL CRIMINAL LAW, NOT 31 STATE CODES
