8 The Need for a New Licensing Model for Windows
Why can’t existing Windows licensing apply to VDI? The Windows OEM license is tied to the hardware Full packaged product (FPP) use rights are very restrictive, as they were not designed for VDI Why choose the access device as the unit for VDI licensing? 9 What Windows Licensing for VDI Looks Like
The VMs in the datacenter do not need to be licensed. Windows needs to be licensed even on non-Microsoft VDI technology. Each access device needs either a Windows SA or Windows VDA license.

Windows Virtual Desktop Access (VDA) is a device based annual subscription program for devices that don’t qualify for SA to license virtual copies of Windows 7, Windows Vista®, and Windows XP. Designed specifically for devices that do not qualify for SA Thin Clients (eg.
