Must use all means to ensure inclusion – no digital divide. E-government services must be available to all – a European right?

Broadband Key enabler for e-government. Instantaneous interaction.
Multiple media – audio, data and image. The service experience is so much richer, so much more valued.

Education 1 The e-government service leader.
Lifelong education involves all citizens everywhere – a European right? School University Re-skilling Retirement Community-led.

Education 2 Supports common values in e-citizenship.
Topics of interest – language, history, geography, cultural heritage. Community based e-training for lifelong learning? A need of every citizen – added value for every citizen.

Open-ness 1 All platforms needed to reach everyone.
Terrestrial telecom Satellite TV TV becoming interactive. Telecom becoming multiple media.

Open-ness 2 Every citizen will have access to at least one platform.
Has a right to access e-government services. Should expect these services on any platform he or she can access. An obligation on every platform to carry the same services. Realisation of the European right? A regulatory challenge?
