3. Objectives of APEC-ESIS
Serve as clearinghouse for data and documents that specify aspects of energy efficiency, including:
Test protocols
Energy performance information and labeling
Energy performance categories and minimum requirements
Minimum energy performance requirements
Other energy performance requirements
not just “standards and labeling”
e.g., the Top Runner targets in Japan
Facilitate and stimulate harmonization through the Standards Notification Procedure
Promote international cooperation (esp. within APEC) and reduce barriers to trade in energy-efficient products

Continue operating Standards Notification Procedure for APEC economies
Regular updates for Key Contacts in APEC economies
Increase participation rate by APEC economies (from 16 to 21)
Active link and info exchange from APEC ESIS to APEC EGEE&C page
Develop and enhance global standards database in collaboration with CLASP and others
Launch global database in 2005 and enhance functionality and market to users in 2006
Further develop benchmarking of product standards and performance (in partnership with Australia)
Benchmarking information exists on air conditioners and motors
In 2006 add information on CFLs and possibly other products
Survey of Manufacturers and Suppliers to develop business plan for future support for APEC-ESIS
First systematic attempt by ESIS to systematically seek feedback from private sector users of ESIS
