3 INTRODUCTION FMITI through the GEM project is unlocking opportunities in the housing sector, occasioned by Significant housing deficit Substandard buildings Skills shortages & skills gap House-building Standards (document) meant for the house market to address inherent limiting constraints. Creating employment and growth through the creation of housing.

Intervention Areas Affordability Management Quality standards The standards for these intervention areas are to be the basis for private agreements between: The developers and housing finance organisations for construction finance, The developers and homeowners for the construction of houses, The homeowners and housing finance organisations for mortgage finance.

6 Main objectives of the Standards
To encourage adoption of housing standards that will result in the development of affordable, safe and high quality housing developments. To manage housing development in a manner that will promote the long-term integrity and value of each new housing unit and the environment To provide a standard for developers and housing finance institutions to appraise and qualify housing projects To actualize the objectives of the federal government of Nigeria for improving the housing sector To increase the supply of housing, industrial growth and employment by improving the capability of real estate developers.

7 Composition of the Standards (document)
The Standards are divided into 4 parts of 33 chapters, each consisting of sections and clauses. Part one - Affordability Standards Proposes a definition Sets out the standard procedures for the implementation of affordable housing. Implementers - Finance institutions, Cooperatives and Developers Part two - Management Standards Quality management system Procedures for quality planning in line with international best practice. Implementers - Developers

8 Part three - Quality Standards
Quality of building works Technical Requirements, Performance standards, Guidance, Limitations on use and testing. Implementers – Developers and construction professionals Part four - Inspection Forms for documenting compliance with the agreed quality, cost and time. Implementers- Certified Building Inspectors

9 Standards and Codes of practice
Where NHC Standards refer to authoritative documents such as British Standards and the like, the documents shall be the editions current at the time, unless other recommendations are agreed by NHC in writing. 11 Affordable housing entails matching cost with available funds
Affordable Housing defined: Residential property or building works including incremental building, which each segment of household income level can buy or build with the present value of one third of future income and available deposit. Types of affordable housing Build the whole house or Build room by room (also known as incremental building) or Build by elements such as foundation, ground floor, walls, roof, windows, doors, finishes etc. (this is also referred to as incremental building) Renovate or Purchase a completed property Affordable housing entails matching cost with available funds

12 Conclusions The goal of this intervention is to create employment and growth through the creation of housing, which can be enhanced by improving the capabilities of developers to produce affordable homes. The standards are essentially sets of procedures intended to bring about improvements on how things are done currently – lets embrace them. Expected results Improvement in consumer confidence Improvement in the delivery of housing with respect to quality, cost and time and Growth in financial transactions and employment.
