PRESENTATION ON THE DEVELOPMENT AND THE IMPLEMENTATION OF THE “NEW GENERATION” CORRECTIONAL FACILITY PROTOTYPES Department of Correctional Services 17 September 2002 DEPARTMENT OF CORRECTIONAL SERVICES 22 MAY 2002
2
1. THE OBJECTIVES 1.1. STRATEGIC PLAN 1.2. OPERATIONAL OBJECTIVES 1.3. BUDGETARY OBJECTIVES
3
INTRODUCTION * The concepts utilized in the development of the “New Generation” prototype correctional facility have included: Unit Management Direct Supervision Communal Cells * The prototypes as developed were guided by the need to enhance the facility’s potential for rehabilitation while maintaining a high level of security by design
4
* The concept as developed incorporate all the recognized standard for humane incarceration.
* The designs reflect detailed space norms and standards incorporating recognized standards and local conditions * The design concepts have been developed: (a) To achieve low Life-Cycle-Costing (b) To permit a variety of procurement methods (c) To permit rapid & expeditious construction (d) To maintain a high level of security by design
5
1. THE OBJECTIVES STRATEGIC PLAN Reduction of overcrowding Introduction of Unit Management Reduction of Life- Cycle- Costs Enhancement of Rehabilitation Programmes
6
1. THE OBJECTIVES 1.2.1. Development of Life-Cycle-Costing procedures
1.2 OPERATIONAL OBJECTIVES Development of Life-Cycle-Costing procedures Revised Business & Procurement process which reduce risks but enhance competition Revised criteria for prioritization of projects Revised criteria for creation of new facilities maintaining a high level of security by design Development of Master Plan for new & renovated facilities
7
1. THE OBJECTIVES 1.3 BUDGETARY OBJECTIVES
Reduction of Capital Costs Reduction of Operating & Maintenance Costs Modifications to MTEF Cycle Budget to reflect strategic objectives Implementation of Life-Cycle-Costing methodology to achieve all of the above and reduce risk associated with construction
8
2. THE PROCUREMENT PROCESS
DEVELOPMENT OF PROTOTYPE DESIGN UTILIZATION OF CONSTRUCTION MANAGEMENT
9
2. THE PROCUREMENT PROCESS
KEY FEATURES OF THE THE PROTOTYPE DESIGN Standard designs with fee and construction cost savings through repetition. Establishing integrated and co operative relationship with the Department of Public Works. Permitting the introduction of Construction Management to allow for options other than conventional construction methodologies while reducing risk

2. THE PROCUREMENT PROCESS
2.2 UTILISATION OF CONSTRUCTION MANAGEMENT Encouraging the participation by a wide variety of construction providers Permitting the utilisation of prisoner labour and products Significantly increase the purchasing power of current budget allocations Reducing the cost & time risks associated with construction
