Simplified Cost Options In Malta How is it improving our work?

Use of SCOs in Malta Programming Period 2007-2013:
Flat Rates on Indirect Costs Programming Period : SSUC per person for flights based on miles travelled (ERASMUS+ distance calculator) SSUC per person for subsistence allowance depending on the country of destination SSUC per person per week in the form of an employment aid (subsidy) 07-13: Per diems for subsistence allowance also used in but we did not refer to it as an SCO 14-20: Flat Rates on Indirect Costs ERASMUS+ for flights Per diems for subsistence allowance A2E – wage subsidy of €85 per week for each new employee (50% Aid Intensity) classified as a disadvantaged person - wage subsidy of €125 per week for each new employee (75% Aid Intensity) classified as a disabled person - The wage subsidy is applicable for a maximum number of weeks according to the target group

Work in Progress… Programming Period 2014-2020:
SSUCs per person (trainer & trainee) per training hour in the form of training aid (subsidy) SSUCs per youth participating in Youth Guarantee initiatives according to training activity undertaken SCOs to cover training both for the unemployed as well as the employed given by PES in the form of work exposure, work placements, traineeships and scholarships for courses at low ISCED levels SSUC for scholarships at L7 – Masters and L8 - PhD Flat Rate of 15% to cover eligible direct staff costs under ERDF and CF IIS – covering Training Costs and Wages - €25 per person per hour for trainer’s cost covering external training (based on TAF historical data) - €4.90 per person per hour for trainer’s cost covering internal training and employees wages (based on NMW) YG2 – covering training activities for youths below 25 years of age - €4, per youth classified as a NEET trained, including training and work exposure - € per youth trained in IT courses at MQF L2 through the ALP - € per youth trained in Standard ECDL courses at MQF L3 through the ALP - € per youth attending the MCAST prevention classes - € per youth attending the SEC prevention classes Training for Employment – Jobsplus project Endeavour – covering scholarships at MQF L7 (Masters) and L8 (PhD) OPI

Lump sum for Technical Assistance SSUC Education Rates at all ISCED levels Training for the unemployed Employment pathway Training for people in employment, especially for civil servants

How did it improve our work?
An increased focus in assessing the programme impact Reduction of administrative burden for ALL stakeholders Envisaged reduction in errors found No individual computations necessary For BNs Reduction in administrative gold plating Reduced focus on administrative provisions and higher focus on results and impacts

For the MA Less time used in ex ante management verifications and more focus on the project results and measuring programme impact Envisaged reduction in errors For the AA Clear guidelines on what to expect to see in file A higher focus on programme performance SCOs obtained through a DA give legal assurance

What are the stumbling blocks for Malta?
The required shift in mind set at all levels The challenge in establishing clear basis for the SCO concerned which should be based on outputs rather than processes The time it takes for the MA to establish SCOs is often be lengthy SCOs are discussed with the BN considering the fact that these tend to be project specific The latter makes the process of arriving to Delegated Act is a lengthy process

How can we turn challenges into stepping stones?
Involving the stakeholders from the start, especially the AA More info sessions focusing on the use of simplified cost options, maybe even targeting certain BNs Investing in continuous training on simplification in general for all stakeholders at a national level Strong Monitoring of the relationship between the projects outcomes and the project results
