7. Administrative Rules Registrars, agents and applicants should abide by
Chinese Domain Name should at least be composed of one Chinese Character and can be composed of letters (A-Z, a-z, case-insensitive), digits (0-9) and the hyphen (-).
Each level of the domain name shall be separated by a dot (.).

Applicants for domain name registration must be organizations and can independently assume civil liability. Individuals may not apply for domain name registration.

11. Registry and Registrar Contract
It is difficult to become a registrar, there is a standard which defined the basic conditions that registrar must meet.
Registrar must sign a contract with CNNIC, this contract specify clearly each responsibilities and rights.
The contract only valid for one year, next year, according to the service qualities that registrars provide, to decide whether keep the contract or not
We are working on make a detailed regulation to evaluate the registrars’ services

12. CNNIC Rights & Responsibilities
As the registry, it is CNNIC’s rights to constitute policies and regulations
Fair, Open, Impartial to do the duties, and promote competition
Responsible for running the centralized servers and keeping the registration data
Continuing to improve the registration system
First come, first serve

Abide by the Administrative Rules and Dispute Resolution Policy
Be fair, open to handle the applications
First come, first serve
Maintain stable services
Provide query services to all of the Internet users to request registration information

Ask applicant to sign the agreement which include:
Applicant would like to abide by the Administrative Rule and Dispute Resolution Policy
Guarantee to provide true application information
Insure that the domain name is not harmful to the interests of the state, society or the public

Registrars do the personal audit to help the applicants to avoid the domain name to be harmful to the interests of the state, society, or the public

16. How to register Register both 中文.中文 (中文.中文.CN)and 中文.CN
Register both simplified Chinese and traditional Chinese
Whenever register a domain name under .CN will have the domain name under .中国， and vice versa, so the domain names under .CN and .中国 will be consistent forever
