Title One Program Purpose:
To ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and state academic assessments. Title One Program

Ensuring that high-quality academic assessments, accountability systems, teacher preparation and training, curriculum, and instructional materials are aligned with challenging State academic standards Meeting the educational needs of low-achieving children Closing the achievement gap between high- and low- performing children Holding schools, local educational agencies, and States accountable for improving the academic achievement of all students Federal Action Steps

75% of Title One students will meet or exceed their spring growth target on the MAP (Measures of Academic Progress). Statistically 50% would be average. Program Goal #1

90% of Title One Parent Survey responses are positive towards the Title One program in the areas of communication about student progress. Program Goal #3

2015 – 2016 Action Steps for Improvement
Align our identification, monitoring and communication with parents to the FAST assessments, integrate substantially deficient into Title Program Use diagnostic assessments in conjunction with classroom teachers to identify explicit teaching objectives Use strategies to increase level of performance in the area of fluency All Title teachers will begin a 3 year class on LTRS training to increase capacity 2015 – 2016 Action Steps for Improvement

New Iowa Law 2012–Code §279.68 Early Literacy Progression
Research shows that children’s third-grade reading skills can predict their future success, and proficient readers are more likely to graduate from high school and earn a good living Goal all children proficient readers by 3rd grade Required screening assessment 3x year 90 minutes of reading instruction daily Intervention & monitoring for students who not proficient Parent communication, parent contract Retention at end of 3rd grade if not proficient – some exceptions New Iowa Law 2012–Code § Early Literacy Progression
