4 RULE OF TWO CONGRESS DEVELOPED THE “RULE OF TWO” TO GIVE PREFERENCE TO SMALL BUSINESSES OWNED BY VETERANS. TWO WALK IN…ONE WALKS OUT… BUT NOT REALLY

5 HOW IT WORKS CONTRACTING OFFICIAL DETERMINES THAT AT LEAST TWO SUCH BUSINESSES WOULD BID ON THE CONTRACT… “THE AWARD CAN BE MADE AT A FAIR AND REASONABLE PRICE THAT OFFERS BEST VALUE TO THE UNITED STATES.”

6 EXECUTIVE ORDER 13360 FEDERAL PROCUREMENT OFFICIALS AND PRIME CONTRACTORS PROVIDE SMALL BUSINESSES OWNED AND CONTROLLED BY VETERANS OR SERVICE DISABLED VETERANS THE MAXIMUM PRACTICABLE OPPORTUNITY TO PARTICIPATE IN THE PERFORMANCE OF CONTRACTS LED BY ANY FEDERAL AGENCY, INCLUDING SUBCONTRACTS.
