2 Education Priorities Every child able to attend a good local school ; school-led approach to system-wide school improvement Sufficiency of school places to meet birth rate increases and cohort growth Co-ordination of supply and demand underpins system-wide school improvement : the Birmingham approach to Basic Need maximises the chances of co-ordination in the new education landscape while making best use of existing resource.
