Does the PSA need to graduate to fulfill a binding NLI?
PSA can sign an NLI before graduation occurs.
The two-year college graduation requirement to fulfill the NLI applies only to an NLI signed prior to two- year college graduation, not to an NLI signed after two-year college attendance.

NLI recruiting ban modification.
Allows an NLI signee to communicate with coaches at other NLI member institutions when the signee submits the NLI release request.

With this modification, the lifting of the NLI recruiting ban is consistent with the Division I notification of transfer allowing a signee to communicate with other coaches and prohibiting an institution from blocking such communication.
