Partnership working Permanent sites Unauthorised encampments Rural Crime Team is being tasked and commanded somewhat more differently. We have secured some Drones from OPSU and officers from that team will be undertaking training shortly to qualify to fly them. These will be extremely valuable in spotting hare coursing activities and of use in respect of the upcoming Oakley Hunt, to monitor compliance with the law relating to hunting with dogs.

At this time of year the harvest has taken place and so the activity is at its height. The impact of Hare Coursing on our Rural Community is not to be under estimated, as farmers often feel alone and vulnerable when the activity is taking place on their land. Typically it will involve several travellers, uninsured vehicles, dogs and a degree of intimidation. Mead Open Farm has suffered from years of ASB from the neighbouring site “ The Stables. Use has been made of CPW and in July action was taken against the identified offenders in the form of 40 CPW’s being served.

Unauthorised encampments
Number of encampments April 2018 – present day Use of section 61 criminal justice public order act Use of section 77 criminal justice public order act Daily review of unauthorised encampments in the county Review of section 61 Partnership policy Debrief In 2017 we had a total of 128 unauthorised encampments. This year we have had a total of 102, so far and have utilised s61 powers on 14 occasions in respect of these. It is worthy of note that Central Bedfordshire Council have instructed their traveller enforcement Officer & Colleagues to identify two transit sites. The idea being there will be one North and One South, but only for utilisation in respect of unauthorised encampment which fall within Central Bedfordshire. The benefit to Bedfordshire Police is that it will then allow the proportionate application of s62 of the CJPOA, a much more robust piece of legislation which we have not been able to visit previously.

Rural crime Op Torby results – dedicated proactive rural crime operation, lead by the rural crime team in conjunction with JPS and neighbouring forces Hare coursing – Op Galileo days of action. In support of other initiatives identified by the team Torby will take on a new and expanded form. Torby will be a countywide deployable operation in support of Local Policing and will be run at different locations throughout our County at different times of day. This is largely to support other Rural and Community Policing initiatives. Links have already been made with neighbouring forces including Thames Valley and Northamptonshire Police. We have mapped the progress of vehicles both in and out of Bedfordshire to Traveller sites in Northamptonshire, where we believe travellers involved in Hare Coursing in our County are originating from.

Continued focus on ASB and crime prevention in most problematic sites in the county multi agency problem solving Carry out Multi Agency debrief of this years peak period and action plan for next year Discussion on the creation of Multi Agency countywide unit for management of traveller related issues in the county
