7 main issues/obstacles Luxury Tax *effective from June 01, 2011 Exchange rate: uncertain prices subject to exchange rate fluctuations Disclosure of trade secrets: tax amount on Government Uniform Invoices CO2 emission & Fuel economy standards Harmonization between the EPA & BOE Should not prevent vehicles with highly fuel-efficient engine technology

4 Safety type approval Should accept ECE cert. as well as the EC type approvals Key items not open to foreign test lab European test lab should be accredited for the whole range of automotive test items Utilization of radio spectrum frequencies for automotive safety devices Should harmonize with EU’s practice in order to make advanced safety features available to Taiwanese customers

5 Tyres Should introduce std. for tyre noise, wet grip, fuel efficiency and tyre labeling Should apply ECE R109 as the technical and administrative regulation for retreaded tyres Ban on imports from China The import ban on items from mainland China should be lifted (26 items in the Committee priority list)

6 Committee Achievements in 2011
Diesel passenger car smoke test – EPA will adopt EU smoke test std. within next 2 to 3 yrs Quality of diesel and petrol fuel – Fuels with max. 10ppm will be made available by Jan 2012 Parts homologation/double testing – BSMI accepts test reports issued by the MoTC, no more double testing Accreditation of EU test laboratories – MoTC agrees to apply ISO 17025 Acceptance of ECE certificates – Effective on 22 Mar the EPA accepts ECE Euro 5 cert. issued by EU member states
