CONTEXT and GOALS CONTEXT GOALS
Technical arrangement on Data Centres (November 2005) Joint Commitment of ENV, EEA, ESTAT and JRC ("Group of 4“) for the establishment of Environmental Data Centres to share responsibilities, enhance collaboration and coordination JRC: Soil and Forest DC EEA: Air, Climate change, Water, Biodiversity and Land use DC ESTAT: Waste, Natural resources and Integrated product policy DC INSPIRE Directive (May 2007) Shared Environmental Information System Forest Action Plan European Forest Data Center (EFDAC) / European Soil Data Center (ESDAC) Implementation Plan GOALS Establishment DC as the focal point for thematic information at the EU level. Provision of high-quality, timely available data and information to policy makers for sound knowledge-based decision making. Contribution to the enhancement of data collection, management and dissemination of data and information

ESDAC/EFDAC development 2006-2009
Retrieval, analysis and fulfillment of data / information needs of DG ENV Inventory of available data (at EU-level) and identification of data providers Production of an mplementation Plan Prototype of technical platforms and population with data / information ESDAC Maintenance and operation of Eusoils portal (precursor) Contribution to INSPIRE data specification process for theme SOIL, in collaboration with European Soil Bureau Network. Development of framework contracts for future soil studies and data that will feed into ESDAC Development of network of EIONET NRC’s for the provision of soil related data and information EFDAC Development of the technical platform for connecting to remotely national forest systems. Development of tools and instruments for data search, discovery, access, analysis and reporting. Establishment of the network of national representatives for the development of EFDAC Development a framework contract for the provision of forest data and services.

CHALLENGES Unclear governance structure of the EDC network and inefficient collaboration among ENV, EEA, ESTAT and JRC Different development status of EDC The systems of national data providers are not interoperable The increase of the systems, tools and instruments in JRC require their continuous maintenance, which limits the development the new added value products

WAY FORWARD Test the DC by Go4, feedback on usability of the system and suggestion of new data needs and functionalities Analysis and fulfillment of data / information needs of DG ENV Development of an Implementation Plan post 2009 (?) Contribute further to the interoperability of DC’s through: Continued input to the work of the Common Architecture Drafting Team Definition at developer’s level of common use of data and services with partners (on line data processing, common services, etc.) Implementation of future INSPIRE rules concerning data specifications and services Strengthen collaboration of the networks of national representatives for the development of EFDAC (National Forest Inventories) and ESDAC (ESBN and EIONET) for data and service provision, all in line with INSPIRE
