Consistent with Strategic Alliance
Alliance Project Number 1.1 “Performance Based Specifications (and delivery systems)” Purpose is to: Provide MR with reduced risk and increased confidence in asphalt performance Cost effective alternatives to risk reduction for underperforming solutions Transfer to long term performance to supplier to result in savings from reduced auditing and surveillance Improve supplier capability and innovation Clear definition of functional performance and durability requirements 17/01/2019

Types of asphalt 4 Types Type A Type B1 Type B2 Type C 17/01/2019
5
Type A Type A asphalt: be applied using a purpose built or adapted asphalt paver capable of applying a sprayed bituminous bond coat and asphalt in a single operation; have a nominal thickness of less than 20 mm; have a life greater than 6 years in a heavily trafficked urban environment when placed on a sound pavement; and when compacted, at the time placement, be free draining. 17/01/2019
6
Type B1 Type B1 asphalt: be a thin stone mastic style surfacing asphalt; have a life greater than 10 years in a heavily trafficked urban environment when placed on a sound pavement; and when compacted, at the time placement, be moderately free draining. 17/01/2019
7
Type B2 Type B2 asphalt: be a thin stone mastic surfacing style asphalt; have a life greater than 15 years in a heavily trafficked urban environment when placed on a sound pavement; and when compacted, at the time placement, be relatively impermeable. 17/01/2019
8
Type C Type C asphalt: be an open graded style surfacing;
have a life greater than 8 years in a heavily trafficked urban environment when placed on a sound pavement; and when compacted, at the time placement, be free draining. 17/01/2019

Documents Developed For use in Minor Works contract:
Project Specification and Annexure Supp Conditions of Tender and “Form 1” Supp Conditions of Contract 17/01/2019
10
Supp Conditions of Tender
statement that existing pavement (with agreed pavement repairs) are sufficient for the Surfacing System to perform adequately statement nominating any additional quantities of pavement repair completion of the requirements including all required attachments of Form 1 documented evidence of two projects where the Surfacing System has achieved satisfactory performance over at least 5 years Scoring: 40% to non price criteria 17/01/2019

Non Price Criteria 17/01/2019

Non Price Criteria - Cl 5 of Form 1
Functional Property (refer Clause 5 of Form 1) Texture depth at installation Texture depth after 2 years of trafficking in a heavily trafficked urban environment PAFV of coarse aggregate Wheel tracking Fatigue Permeability Stripping Bond Strength Skid resistance at installation Skid resistance after 2 years trafficking in a heavily trafficked urban environment Noise 17/01/2019

Supp Conditions of Contract
The defect liability period after the date Practical Completion consists of 2 parts being: An initial 90 day defect liability period; and A 2 year extended defect liability period concurrent with and additional to the initial 90 day defect liability period. 17/01/2019
15
Security “The Contractor shall provide a security, and the Principal has recourse to that security, in accordance with Clause 3 of the Minor works contract conditions (AS ) except that the Principal's entitlement to the security upon the issue of the Certificate of Practical Completion is 5% of the cost of The Surfacing (as measured under the schedule of quantities) for the performance of The Surfacing during the defect liability period.” 17/01/2019
16
Exclusions The Contractor not liable for damage to The Surfacing resulting from “external" sources, including but not limited to: Traffic accidents; Spillage of hazardous materials; Materials falling off vehicles; Travelling of tracked plant (other than the Contractor's) after the date of Practical Completion; and Overtopping of the road surface with water as a result of flooding. 17/01/2019
17
Rectification During the defect liability period, in addition to the requirements of Clause 21 of the Minor works contract conditions (AS ), defective work shall be rectified as follows: Cooperation, allocation of costs, time periods 17/01/2019
18
Specification and Annexure
Details requirements of and provides information for: repair and shape correction of existing pavement substrate; site acceptance prior to construction; the Surfacing System including substrate preparation, bond coat and the Surfacing asphalt; production and placement trial; construction; and conformance of the Surfacing System at completion of installation, practical completion and final completion. 17/01/2019
19
Specification and Annexure
Details the minimum requirements for: Inspection and test plan Principal’s selection of surfacing type (A, B1, B2, C) Mix design: Minimum requirements for durability (binder volume), fatigue resistance (or binder type) and sealing of the underlying pavement No specified requirement for air voids, grading or compaction TMR considers this an appropriate level of responsibility transfer given the defects period is only 2 years and not the life of the surfacing Weather conditions 17/01/2019
20
Performance at Installation
A Visual Assessment Test in accordance with Clause may be ordered by the Superintendent and the Visual Assessment Panel shall assess the Surfacing System for the following defects: Deformation, Potholes, delamination, Surface cracking, Surface ravelling, Bleeding (flushing), Stripping Deviation from Straight Edge Surface Evenness Layer Thickness Texture Depth 17/01/2019

Performance during Defect Period
A Visual Assessment Test in accordance with Clause may be ordered by the Superintendent and the Visual Assessment Panel shall assess the Surfacing System for the following defects: Deformation, Potholes, delamination, Surface cracking, Surface ravelling, Bleeding (flushing), Stripping Deviation from Straight Edge Texture Depth 17/01/2019
22
Conformance Compliance with the Contractors own procedures per Form 1 and contract agreements with some provisions for reduced level of service Contract documents detail conformance of the Surfacing System at installation, practical completion and final completion. 17/01/2019
23
Conformance Compliance with documents
Compliance focussed on Works complying with Contractor’s own procedures and mix properties as defined in the Form 1 17/01/2019
