If the government allows the sale of it, do you still consider it a drug? Propose a system for determining what is a drug.

Vocabulary British East India Company Opium
A company that was responsible for half of the world’s trade and was in charge of India at one point. The company had private armies and used brutal tactics to make money. Opium A highly addictive drug produced from the poppy plant. It is similar to heroin but usually smoked not injected.
