2 1. Situation Overview In practice, the government provides support especially in the form of policies that serve as legal and policy guidelines in the program implementation. It is implemented in the community and correctional institutions (prison/ detention centers) setting. Currently there are 3,771 service points for taking HIV tests, 501 clinics that provide ARV services, 187 Puskesmas that provide NSP services throughout Indonesia (MoH, 2016). Every clinic and health-care facility which providing IMS, TB services is also accessible to IDUs in need. Currently there are 92 service point of MMT provided OST through hospitals and community health centers which is held by the government. OST service includes 9 service points in prison / detention center (MoH, 2016) The Harm reduction intervention program has proven by reducing the prevalence of HIV in IDUs from 54% in 2008 to 28% by However, there are still many challenges to be faced in serving IDUs.

3 Challenge of the research
The working area may change when the funding cycle is completed In the last eight year there was a change of actors which funded and managed the fund on harm reduction program there is no mechanism that makes information about funding programs that can be easily accessed by the public and all harm reduction program which manage the program do not make program and funding reports available to the public. no official report or publication can be used to confirm the answers or information provided no detailed data available on the budget or expenditure of each component of the harm reduction program managed by an institution who implemented HR

6 What must we do? Broader harm reduction perspective
Increase the awareness of the society in general to develop collective efforts in pushing the government to invest more on harm reduction Push the government in prioritising public health approach in drug interventions in Indonesia.
