Service Integration Panel this morning: trend for coordination across policy sectors and actors – cities as key actors in this process; NLAO focus areas of housing and employment services important areas for coordination (e.g. community development) Recent trend in Europe’s cities to establish municipal “job centers” offering integrated employment services focus of this workshop Common trends in European labour market policies: Individualisation: diversity of social groups is increasingly recognised Widening of approach: greater range of instruments Increased contractualisation: demanding a higher level of personal responsibility Greater use of sanctions/incentive measures

Service Integration: Municipal Job Centres
Different public authorities and private providers working together within the same structure: ”one door in”/”one-stop-shops” Relevance for Active Inclusion: support those unemployed that are far away from the labour market tailored solutions and easy access for the user data sharing to increase efficiency of service delivery Cooperation with national level, other municipal services or external service providers crucial to be effective Case management generally applied method to work with the user, often accompanied by setting up an individual plan Challenges: services provided by a range of actors sometimes overlapping and can be competing rather than complementary Effective coordination with other services! Some groups of users might fall through the net of services. Sharing personal data can be an issue due to data protection
