My experience with LUCAS...
6th June EFTAS Eurostat (Marko Fritz) Statistics Netherlands One month working at Land Use... Quality check of Eurostat of field work.

Land use statistics Statistics Netherlands Whole country
1996, 2000, 2003, 2006 (2008 now in production) Now I work as project leader of Land Use statistics at Statistics Netherlands. Each 2 to 3 years we produce a map of the Netherlands with the land use of the whole country. There is certainly some overlap with the survey of Lucas of the Land Use. The end result are national data and statistics of Land Use. I’ll tell you in short how we produce those data.
4
Land use statistics Aerial photos resolution 50/25 cm
Aerial photos are the leading source. Besides those photos, we use maps – topographical and city maps. Resolution is as detailed as we can recognize everything on a scale of one hectare (100 x 100 meter). That is our common smallest limit of size of recognized areas.
5
Land use statistics Location of each address
Additional data gives us the adress of all locations. Information can be gathered of the individual adress. Not so interesting for separate farms, but in built-up areas like cities that is very useful. A big building can be a hospital, a residence, a school of higher education or a ministery. From above that is not always recognisable.

Land use statistics Details in built-up area Residential
Retail trade, hotel and catering Public institutions Socio-cultural facility Industrial area and offices Park and public garden Sports ground For a city-area it might look like this, with all details.

Land use statistics Agriculture Greenhouses Other agricultural usage
Woodland Main road For agricultural area it will be like this. Besides greenhouses and ‘other agricultural use’ we find woodland and roads in this areas. No individual recognition of crops on the land. All land is agricultural use – for data and statistics about different crops we use other sources. I come to that in a moment.

Land use statistics Statistics Netherlands Whole country,
including small islands 2008 now in production 2010 will follow We have a map of the whole country, each point, each area has been viewed and reviewed for changes in the last 2-3 years with aereal photos.

Agricultural statistics
Data of all farms: area crops animals etcetera... Obliged for subsidies manure records law enforcements etcetera... High response rate (97%) Besides map, data and statistics of land use, we have agricultural statistics. Ministery of Agriculture obliges this for farmers fo subsidies, manure records, law enforcements etc. Therefore a high response rate. With that, we have all data of all farms of areas, crops, animals etc.. All structural data. (Harvests by samples, so production data we do not have for all farms.) For the locations Statistics Netherlands receives the postal codes of the holding. Volgens definitie van Eurostat geldt: The agricultural holding is located where main part or all agricultural production takes place. It can be an agricultural building (i.e. largest administrative building/construction used to house livestock or other buildings or constructions used for agricultural production e.g. a greenhouse) or another identified part of the holding such as the most important parcel of the holding. Ministry of Agriculture Location of holding (postal code) regional data of provinces, agricultural areas

Agricultural statistics
More detailed locations: Parcel registration data Ministry of Agriculture not yet at Statistics Netherlands However, the ministery of agriculture has the exact location Parcel registration data – each individual parcel has information about crops. Not (yet) available at Statistics Netherlands, so far no plans to achieve it (capacity of employees is limited) ============ In de GDI tekent de agrariër op perceelskaarten de geteelde gewas(groep) in dit levert dus areaal en gewas(groep) Wanneer op een ‘geografisch perceel’ meerdere gewassen worden geteeld, resulteert dit dus in meerdere ‘agrarische percelen’

Now I did like LUCAS outside...
And probably there is already some of the requested information of the 3000 Dutch sampling points in the Dutch datasets... The day in the field was agreeable and the best way to see how Lucas data are achieved – we should not do double work – the core information about crops, harvests, land use, surroundings is already available in Dutch datasets. If not all of them at Statistics Netherlands, than in collaboration with the Ministry of agriculture.
