6 What is the IQM Procedure about?
We propose implementing a procedure for internal quality management in competence-based higher education (IQM Procedure) Higher education institutions usually define the competences students ought to acquire during a study programme. The IQM Procedure: helps evaluate whether students are acquiringthe intended competences, focuses on the continuous improvement of the study programme. 9 Why a new procedure? Paradigm shift in quality management is needed to evaluate and improve competence-based higher education. There has been a shift from teacher-centred learning (input) to student- centred learning (competences) in the European Higher Education Area (EHEA). Increased mobility of students, graduates and higher education personnel. Increased transparency and recognition within EHEA is expected. focuses on students‘ competences at the programme level, represents a flexible framework for any higher education institution, focuses on continuous improvement of a study program, stimulates discussion about students‘ competences in a higher education institution, has been tested and implemented in different study programmes in different countries, has easy-to-use materials available. Higher education institutions, who want to provide higher education based on acquired competences, are prepared to adjust their quality system, have adequate resources and are prepared to include multiple stakeholders (e.g. faculty and staff, students, employers, professional associations) in the procedure. A group known as the IQM team will implement the IQM Procedure within a specific study programme. The IQM team will work with a specific study programme within our higher education institution, includes representatives of different stakeholder groups. 21 How is the IQM procedure implemented?

22 The IQM Procedure The IQM team then implements the procedure step-by-step: The IQM Procedure can be used as a continuous procedure for monitoring purposes, leading to the continuous improvement of a study programe. Erasmus+ project: Internal Quality Management in Higher Education

23 Step 1: Define Competences
In Step 1 – We develop a competence model. we check whether the competences students should acquire at the end of a study are formulated according to five quality criteria derived from competence research and improve the formulation of competences if necessary. 24 Step 2: Screen Competences
In Step 2 - We collect screening information which shows gaps between intended and perceived student competences from students’ and faculty members’ perspectives, provides insight into the quality of the teaching process from the students’ perspective. 25 Step 3: Enhance Competences
In Step 3 we analyse the screening information, go into detail where necessary, determine reasons for the strengths and weaknesses of the teaching and learning process and develop quality assurance and enhancement measures. Erasmus+ Project: Internal Quality Management in Higher Education

Sound implementation of a new procedure takes time.
