3. Council’s Roles & Responsibilities
Mandate:
In accordance with the Municipal Government Act (MGA) – Part 1, Section 3,
The purpose of a municipality (through Council) is to:
Provide good government;
to foster the well-being of the environment
to provide services, facilities or other things that, in the opinion of Council, are necessary or desirable for all or part of the municipality;
To develop and maintain a safe and viable community.
Council roles and responsibilities are set out within the Municipal Government Act. The mandate of Council is to
- Provide good government
- Provide services, facilities and other things that the in the opinion of Council are necessary or desirable for all of the Municipality
And to
- Develop and Maintain a safe and viable community.

4. Council’s Roles & Responsibilities
Council’s principal role in municipal organization, as set out in MGA, is to be responsible for:
Developing and evaluating the policies and programs of the municipality;
Making sure that the powers, duties and functions of the municipality are appropriately carried out;
Carrying out the powers, duties and functions expressly given to it under this or any other enactment.
A council must not exercise a power or function or perform a duty that is by this or another enactment or bylaw specifically assigned to the CAO or designated officer.
Further responsibilities of Council include ……
- Developing and evaluating the policies and programs of the municipality;
- The Budget is one of the largest Policy decisions Council makes on an annual basis.

5. Council’s Budgetary Roles & Responsibilities
Why does Council adopt a budget annually?
The Municipal Government Act (MGA) Sections 242(1) and 245(1) states:
242 (1) Each council must adopt an Operating budget for each calendar year
245 (1) Each council must adopt a Capital budget for each calendar year
The expected contents to be included within the operating and capital budget are also legislated within the MGA.

6. Strategic Planning
Council attends an annual Strategic Planning Session to determine the County’s Strategic Objectives and Organizational Goals for the upcoming year and set long term strategic goals.
The budget is designed to reflect the County’s Priorities & Strategic Plan as approved by Council.
The Strategic Plan is a moving document. Most Strategic Planning items are long term in nature and require more detailed project plans in order to complete. The goals and pillars of the Strategic plan are always considered when budgeting and are included in all of the project budget documents. As Strat Planning takes place in January of each year, the budget often reflects items from the previous planning session.
