Presentation Outline Why? - Goal and Objectives
How? - Implementation strategy Where? - Target geography What is up? - Progress thus far How did it go thus far? - Challenges and coping strategies What is next? - Plan in moving forward What did we learn? - Lesson Learnt Ethiopia specific targets. Heavy focus on building Government’s technical and systems capacity to produce and distribute quality semen and manage regulatory and oversight systems for an emerging private sector. Emphasize testing/piloting private models to inform direction of future growth and government oversight.

I. Why? - Goal and Objectives
Establish financially sustainable private and more efficient and effective public channels for delivery of improved local and imported genetics in TZ Goal Objectives Train, equip, M&E, and incentivize Private AI Techs - 30% of them women Improve AI Techs Performance Component 1 Increase farmers demand for AI service Train & sensitize 84,500 farmers) , provide AI service : 871,500; & follow up technical support – 50% of them women Component 2 Upgrade/improve semen lab and LN2 generation and distribution, build technical capacity of technicians Enable NAICs to ramp up their production and distribution of quality frozen semen and LN2 Component 3

Activities during inception period
Invitation to MNC to set up AI business in Tanzania; Design profitable business model for AI Tech (Cash flow); Assessment of NAIC and Milk sheds to facilitate decision on the Program area of operations; Review and update AI tech curriculum to world class level; Selling the AI Tech business model to the bank seeking AI tech bank loan; Target program implementation sites identified; Audit of existing AI Technicians; Performance based incentive system developed and established; and Performance data capture and monitoring system developed. Activities during inception period

Progress: Component1: AI performance –Door step Delivery
Signing of MoU between ABS-NZ and the Government of Tanzania What is up: Progress Program starter up AI Technicians training curriculum improved to include Business management and Gender modules. 356 (96 F) AI Technicians trained by NAIC & ABS-NZ. ABEA franchised 300 AI Technician. Progress: Component1: AI performance –Door step Delivery
10
Component 1: AI performance –Door step AI Delivery
Progress Annual target vs achieved AIs 200 franchised AI Technicians are out in the field providing AI services; Steady supply of LN2 to AI Techs in the program area; Achieved 86% of the annual target. Component 1: AI performance –Door step AI Delivery
11
Component 1: AI performance –Door step AI Delivery
Progress Live calf births Procurement: 300 pcs of LN2 dewars; 300 pcs of tablets. and 200 motorbikes Equipping 200 AI Techs Component 1: AI performance –Door step AI Delivery
12
AI TECHS OVERALL PERFORMANCE
A total of 218 AI techs have been reporting inseminations Across the 5 milk sheds the average performance is between 6 and 11 inseminations per month Northern zone and Lake zone have the highest averages AI Techs performance
13
TWENTY & ABOVE INSEMINATION PER MONTH
The number of AI techs who can break even is only 44 out of 218 AI techs providing services; Northern zone have the highest number of AI techs with 20 or above insemination in a month AI Techs performance
14
Component 2: Increase farmer demand.
Progress Farmers in a training session 29,892 farmers (11,913 women) trained on good dairy cattle management; Six months Radio campaign; 15mio people reached out/ 2mio cattle keepers. Production of short video clips on best practices produced Component 2: Increase farmer demand.
15
Component 3: Modernizing NAIC
Procurement for Modernizing NAIC: Procurement for Modernizing NAIC: Imported eleven young progeny tested bulls; Dummy cow; Training of ten LN2 plant operators Component 3: Modernizing NAIC
16
Modernizing NAIC farm implements
Tractor Hay making Modernizing NAIC farm implements
17
Imported modern lab equipment
Semi automatic semen filling and sealing machine; Microscope; and AV warmer. Modernizing NAIC lab
18
Challenges and copping strategies
Dented farmer confidence on AI Technology – Std’zed message from the MoLF; farmer to farmer inspiration Farmer concerned on AI cost – Introduction of check off system & setting price Repetition - Publish success stories; success based pricing selling pregnancy LN2 plants efficiency – Sourcing LN2 from commercial industries ToL & Hospital Limited no of MNC interested in investing in the genetics services business in Tanzania; ????? Financial institutions not ready to finance SME in the livestock sector including AI Techs. Improve AI Tech performance and sell to bank. Challenges and copping strategies
19
VI. What is next? Farmers Training;
Increasing AI service efficiency – to meet program target; Improve electronic (tablet/ODK tool) performance data flow; Animal identification (Ear Tag); Govt intervention on Eartag Maintain LN2 production plants and implement preventive maintenance; Pilot Hormone Induced Heat Synchronization and use of female sexed semen; Engage more private dairy firms. Ethiopia specific targets. Heavy focus on building Government’s technical and systems capacity to produce and distribute quality semen and manage regulatory and oversight systems for an emerging private sector. Emphasize testing/piloting private models to inform direction of future growth and government oversight.
20
Lesson learnt Dependent of the season, farmers priority changes towards other farm activities/business away from dairying. Fully private AI Tech perform better that semi private AI Techs (government employee), AI as Business Mindset, Entrenched habits of AI Techs non recording keeping require much longer term strategy to change. Age proved to be barrier adoption of new Technologies. Lesson learnt
