They have the capacity, motivation and authority to align resources. Align and strengthen coalitions, commissions and intermediaries – The coalitions and coordinating bodies concerned with children and youth are intentionally linked. There are ongoing mechanisms for mapping, aligning and coordinating their efforts. New initiatives are brought to a common table. Engage key stakeholders – There are stakeholders – public, private and nonprofit – who have the capacity, motivation and resources to affect change. Stakeholders from all systems and settings are connected and committed. All levels of leadership are involved, from top-level to frontline, from policymakers to parents and young people.

BigGER GOALS Establish a balanced set of goals and indicators for all children, youth and young adults - The broad community goals span all age groups (birth through at least 21) and address a full set of developmental areas (e.g., academic, health, social, civic) and the needs of special populations. They focus on reducing problems and promoting youth preparation and leadership. Define supports that the full community must provide – A key set of supports are widely seen as essential (e.g., relationships, safe environments, challenging experiences). Most systems, settings and programs reflect these in their approach. Create a big picture, goal oriented action plan – There is an action plan that establishes strategies to reach the community goals and articulates stakeholder commitments and ongoing accountability mechanisms. Define common terms and communicate core messages – Goals for children and youth are linked to core messages which are marketable to the public and to key stakeholders. Across systems and sectors there is common understanding of terminology used to describe their work.
