3. General Uniform Regulations
Chapter 1
General Uniform Regulations

4. Policy The purpose of the U.S. Navy Uniform Regulation is to:
Provide descriptions of all authorized U.S. Navy uniforms and components
Provide guidance for all Navy activities prescribing uniform wear in order to present uniform image world-wide.
It is issued by direction of the Chief of Naval
Operations and carries the force of a General
Order.

5. Enforcement
The prescribing authority determines when and where the uniforms in the Uniform Regulations are appropriate for wear
While in uniform, it is inappropriate and detracts from military smartness for personnel to have their hands in their pockets and when walking to be smoking, using tobacco products, or eating and/or drinking

6. Headgear
Personnel may remove their cap or hat when traveling inside a private automobile or riding a bicycle off base
A cover is mandatory when entering or within a military reservation, unless wearing the cap is impractical or hazardous

7. Clothing Replacement Allowance (CRA)
CRA is a cash allowance provided for replacing a minimum quantity of each required uniform and paid over the estimated useful life of the articles
Uniform items which are destroyed due to lack of adequate protective garments should be replaced by the command

8. Authorized Brief Stops
Working Khakis, Utilities, Winter Working Blue, Flight Suits, and Camouflaged Utility uniform may also be worn for brief and appropriate stops off-base during duty hours, or while commuting to and from place of duty
Examples: Dropping/Picking children from daycare or school; getting gas; ATMs

10. Unauthorized Stops
Sailors are prohibited from wearing the above working uniforms as a liberty uniform off-base or during inappropriate circumstances
Examples: restaurants; commercial airports/bus stations; grocery stores; movie theaters

12. Excerpts of Laws and Amplifying Directives
Wearing of uniforms is prohibited under any of the
following circumstances (active duty, retired, and
reserve):
During or in connection with political activities, private employment or commercial interest, that imply official sponsorship of the activity or interest
When participating in activities such as public speeches, interviews, picket lines, marches, rallies or any public demonstration which implies the service supports the principles of the demonstration or activity.
When wearing of the uniform would discredit Armed Forces.

13. Excerpts of Laws and Amplifying Directives
Former members of the Armed Forces who
were honorably discharged, may wear the
uniform when:
Military funerals, memorial services, weddings and inaugurals
Patriotic parades or ceremonies in which any active or reserve US military unit is taking part

GROOMING STANDARDS

16. General Information
No articles shall protrude from or be visible on the uniform, such as, pencils, pens, cigarettes or similar items
Communication Devices
Working and Service uniforms: One wireless communication device may be worn on the belt, either side of the body and aft of the elbow

17. Civilian Bags All bags worn must be solid black or Navy blue
Working and Service uniforms
Computer bags/Brief cases may be worn across the left shoulder (fore & aft)
Backpacks may be worn over both shoulders when wearing the working uniform

19. Hair
Tapered above the ears and around the neck from the lower natural hairline upwards at least ¾ inch and outward not greater than ¾ inch
Hair shall be no longer than 4 inches and cannot touch ears, collar, extend below eyebrows when headgear is removed
Bulk of the hair must be no longer than 2 inches
One (cut, clipped or shaved) natural, narrow, for and aft part is authorized.

21. Hair No outrageously multicolored or faddish hairstyles
Haircuts and styles shall present a balanced appearance.  Lopsided and extremely asymmetrical styles are not authorized. 
Ponytails, pigtails, widely spaced individual hanging locks, and braids which protrude from the head, are not authorized. 
Multiple braids are authorized.  Shall be of uniform dimension, small in diameter (approx. 1/4 inch), and tightly interwoven to present a neat, professional, well groomed appearance. 

22. Hair
Hair shall not show from under the front of the brim of the combination hat, garrison, or command ball caps.  Hairstyles which do not allow headgear to be worn in this manner, or which interfere with the proper wear of protective masks or equipment are prohibited. 

23. Hair
No portion of the bulk of the hair as measured from the scalp will exceed approximately 2 inches
A maximum of two small barrettes/combs/  clips, similar to hair color, may be used in the hair. Additional bobby pins or rubber bands matching hair color may be used to hold hair in place, if necessary. 
When in uniform, the hair may touch, but not fall below a horizontal line level with the lower edge of the back of the collar.  With jumper uniforms, hair may extend a maximum of 1-1/2 inches below the top of the jumper collar. 

24. Shaving and Mustaches (Men)
The face shall be clean shaven unless a shaving waiver is authorized by the Commanding Officer
Must be kept neatly and closely trimmed
No portion of the mustache shall extend below the lip line of the upper lip nor beyond a horizontal line extending across the corners of the mouth and no more than 1/4 inch beyond a vertical line drawn from the corner of the mouth
The length of an individual mustache hair fully extended shall not exceed approximately ½ inch

25. HAIRPIECES
Men
Wigs or hairpieces may be worn by active duty personnel while in uniform or duty status only for cosmetic reasons to cover natural baldness or physical disfigurement.  Wigs may be worn by Naval Reserve personnel engaged in inactive duty for training
Women
Wigs or hairpieces meeting women's grooming standards are authorized for wear by personnel while in uniform or duty status

26. Fingernails Men Shall not extend past finger tips Women
Shall not exceed ¼ inch measured from fingertip
Nail polish must complement the skin tone

27. Jewelry
One ring per hand, plus a wedding/engagement ring set. Not authorized for wear on thumb.
Earrings
Men: Not authorized while in uniform or in civilian clothes on at any military function or on any base.
Women: One earring per ear (center of earlobe)
Shall be 4mm – 6mm ball (approx. 1/8 – 1/4 inch)
Gold for Officers/CPOs and Silver for enlisted personnel
Small single pearls are authorized for wear with Dinner and Formal Dress uniforms

28. TATTOOS/BODY ART/BRANDS
Four criteria determine whether tattoos, body art and brands are permitted for Navy personnel

29. Content
Tattoos/body art/brands located anywhere on the body that are prejudicial to good order, discipline, and morale or are of a nature to bring discredit upon the Naval service are prohibited. 
Tattoos/body art/brands that symbolize affiliation with gangs, supremacist or extremist groups, or advocate illegal drug use are prohibited.

30. Location
No tattoos/body art/brands on the head, face, neck, or scalp.  The neck area for purposes of this regulation is any portion visible when wearing a crew neck T-shirt or open collar uniform shirt. 
Permissible tattoos/body art/brands on the torso area of the body shall not be visible through white uniform clothing.

31. Size
Individual tattoos/body art/brands exposed by wearing a short sleeve uniform shirt shall be no larger in size than the wearer’s hand with fingers extended and joined with the thumb touching the base of the index finger. 
Tattoos/body art/brands that exceed size criteria are waiverable provided they do not violate the content and/or location criteria

32. Cosmetic
For the purpose of this regulation, cosmetic tattooing refers to medical or surgical procedures conducted by licensed, qualified medical personnel

33. Cosmetic
Effective 1 November 2009, cosmetic permanent makeup is authorized for eyebrows, eyeliner, lipstick and lip liner. Permanent makeup will be in good taste and blend naturally with the skin tone. Lipstick colors shall be conservative and complement the individual.

SPECIAL UNIFORM SITUATIONS

54. Uniforms for Naval Personnel Serving with Marine Units
Navy officers may purchase and wear Marine Corps service uniforms at their option.  When the Marine Corps service uniform is worn, Navy officers will abide by Marine Corps grooming and physical appearance standards and the uniform will be worn in the manner prescribed for Marine officers, except as otherwise specified in the USMC uniform regulations. 
Enlisted Navy personnel assigned to Marine Corps organizations may wear service uniforms prescribed for enlisted personnel of the Marine Corps following applicable directives

55. Uniforms for Naval Personnel Serving with Marine Units
Navy personnel assigned to Marine Corps units may wear Marine Corps uniforms on temporary additional duty. 
Enlisted Navy personnel who elect to wear Marine Corps service uniforms must maintain only those naval uniforms and accessories needed during their assignment to Marine Corps units and for travel to and from those assignments.

56. Organizational Clothing
Defined as any clothing loaned to an individual by a naval activity, for which there is a requirement above and beyond authorized Navy uniforms
Examples: Foul weather jackets, green/brown flight jackets, flight suits, coveralls, etc.
Only worn with working uniforms while performing duties for which the garments are designed

57. Chapter 7
CIVILIAN CLOTHING

58. General
Commands are authorized to suspend the wear of civilian clothing for individuals who fail to wear civilian clothing as outlined in Chapter 7, Section 1 of the U.S. Navy Uniform Regulations
Civilian clothes privilege may also be suspended for those whose appearance may bring discredit upon the Navy, or who fail to maintain adequate uniforms or seabag requirements properly.  Regional commanders and the senior officers present may suspend the privilege of wearing civilian clothing to meet local conditions.

59. Drug Avocation Prohibited
Wearing or displaying clothing, jewelry, tattoos, etc., depicting marijuana or any other controlled substance or advocating drug abuse is PROHIBITED at all times on any military installation or under any circumstance which is likely to discredit the Navy.
