INTRODUCTION TO THE ASSESSMENT
Objective: The assessment aims to provide an in-depth understanding of the access and quality of education in Syria, as well as educational barriers and needs amongst IDPs, spontaneous returnees*, and resident community populations. It also seeks to inform effective response planning for accessible opposition-controlled areas in northwest, northeast, and south Syria. Geographical coverage: The assessment covers accessible communities in opposition-held areas in the following governorates: Aleppo, Ar-Raqqa, Deir-ez-Zor, Hama, Al-Hasakeh, Idleb, Dar’a and Quneitra. Survey types: Household (HH) Questionnaire (direct access areas) School Questionnaire (direct access areas) Key Informant (KI) Questionnaire (remote access areas) INTRODUCTION TO THE ASSESSMENT *Spontaneous returnees encompasses a broad spectrum of individuals, including IDPs or refugees who have returned to the community they lived in prior to their displacement but not necessarily to their former homes.

PRIMARY RESEARCH QUESTIONS
What is the demographic profile of the school-aged children (including IDPs, spontaneous returnees, and pre-conflict populations) in assessed areas across Syria? With reference only to the household level survey, what is the enrolment and availability of early childhood education and home learning for pre-primary school aged children (aged 3-5)? What are the attendance, repetition, and dropout rates of school-aged children in assessed areas across Syria? What are the barriers preventing children from accessing education in assessed areas across Syria? What are the main education needs of school-aged- children across assessed areas in Syria? What percentage of schools are functioning and what is the state of school facilities across assessed areas in Syria? What is the quality of education for school-aged children across assessed areas in Syria? PRIMARY RESEARCH QUESTIONS Quality of education is measured by the number of teachers and education personnel trained, number of teachers and education personnel receiving incentives (salary/non-salary), number of teachers and education personnel receiving teaching resources, kits and guides, number of school-aged children receiving textbooks and the number of school-aged children receiving supplementary materials in formal and non-formal/informal settings. It may be too specific of a question for KIs to know the enrollement and availability of early childhood and home learning for children aged 0-4; therefore, only households are asked questions related to this.

DATA INTREPRETATION LIMITATIONS
Household survey results at the governorate and country level are only representative of assessed sub-districts. The below list of sub-districts covered by household surveys should be consulted when interpreting data summarized at the governorate and country level. School surveys were conducted in the same sub-districts as household surveys. KI surveys in Deir-ez-Zor were conducted in Basira, Deir-ez-Zor, Hajin, Khasham, Kisreh, Sur, Tabni, and Thiban sub-districts.

Findings displayed in figures and maps are based on the household and school datasets. KI findings are included in the narrative for results in hard-to-reach sub-districts. Deir-ez-Zor governorate findings are based on KI findings. Sub-district specific information is included where large variations in findings were found. HH

Purpose of activity: Review report and factsheets to identify findings that answer specific research questions. Identify when the datasets need to be consulted for additional information. Task: Complete worksheet in groups of two. Time: 25 minutes to complete, 20 minutes for debriefing Tip: There may be information that cannot be found in the report or factsheets. DATASET OVERVIEW: HH, Schools, and KI datasets
There are 3 separate datasets in 3 separate Excel files for HH, Schools, and KI data. Tabs included: Read me page Question guide Key definitions Data HH data includes household level and individual level data. School data includes separate tabs for data on IDPs, returnees, and refugees. HH, school, and KI datasets

DATASET OVERVIEW: Sub-district aggregation
The Aggregated Indicators dataset includes key indicator findings at the sub-district level. This dataset should only be consulted when looking at sub-district level results. The full datasets should be consulted when referencing findings at the community, governorate, regional, or whole of Syria level. HH, school, and KI datasets

DATASET OVERVIEW: Weighting
Where possible, data collected in this assessment was weighted by proportional population sizes during analysis in order to aggregate results to be representative of a larger geographic region. HH survey data is representative at the sub-district level and is weighted to be representative at the governorate level. School survey data is not weighted and is only representative of the schools assessed. KI survey data is representative at the community level and is weighted to be representative at the sub-district level. HH, school, and KI datasets HH and KI weights are included in a column contained in all HH and KI datasets. These weights should be used when aggregating results at the governorate, regional, or whole of Syria level for HH data and at the sub-district, governorate, regional, or whole of Syria level for KI data.

DATASET OVERVIEW: Using pivot tables to analyze data
Rows should include the indicator you are analyzing. Values should include the indicator you are analyzing or weights if necessary. Values should be displayed as “percentage of row total” and should be summarized by “sum” when using weights. Filters can be used to look at results for different sub-groups (i.e., gender, regions, etc.) HH, school, and KI datasets

DATASET ACTIVITY Purpose of activity: Review datasets to identify findings that answer specific research questions. When necessary, use pivot tables to calculate results. Task: Complete worksheet in groups of two. Time: 30 minutes to complete, 30 minutes for debriefing Tip: You’ll only need to make one pivot table. Don’t forget to use weights. HH
