New Principal Preparation Process
New programs must be approved before candidates may be admitted. September 30, 2011 – No new candidates may be admitted into current programs. July 1, 2013 – Candidates in the current programs must complete or transition into another program.

New Principal Preparation Process
Proposals must be reviewed and approved by the following entities in this order: Principal Preparation Review Panel and the Illinois Board of Higher Education State Teacher Certification Board Illinois State Board of Education

Institutions Required to Receive IBHE Degree Program Approval
Institutions established after 1961 for all degree programs Any institution that delivers a degree program outside of its home region Even those “grandfathered” institutions that were in existence at their present location prior to the Degree Act Applicants file a notice of intent on the IBHE website, then submit the proposal electronically after 30 days

IBHE Degree Program Approval
For new program applications Proposals will be considered based in part on satisfaction of ISBE approval criteria Approval criteria include: mission and objectives; curriculum and assessment; faculty and staff; facilities; fiscal resources; accreditation; and public information Once approval is granted, failure to achieve ISBE approval is a violation of the conditions of approval

IBHE Degree Program Approval
For existing degree approvals Approval of programs leading to certification are based in part on ISBE approval Loss of ISBE approval is grounds for revocation of degree program approval

The New Format Proposals must include descriptions and supporting documentation to indicate all requirements are being met. All assessments and rubrics must be included in new program proposals. Include documents to support: standards, resources, partnerships, candidate selection, and requirements for internship/residency.

Align course work and Internship/Residency to:
Standards and assessments addressing all standards; Strands of Distinguished Principal; School Law; Special Education Law; Technology for Administration & Instruction; Social Emotional Learning Standards; Three Tiered Instruction & Intervention Model; Bullying and School Safety.

Each course must include syllabi, assessments, and rubrics to demonstrate:
Standards addressed PK – Grade 12 Focus Focus on all students including reference to Special Education, English Language Learners, Bilingual Learners, Early Childhood, & Gifted Collaboration, team-building to focus on instruction, curriculum, assessments, and district needs for school improvement

Partnerships: Proposals must include a signed Memorandum Of Understanding for one or more partnerships with school(s), and/or district(s), along with a description of how the partnership was formed, and how the partner collaborated on design of the program and assessments.

Resources: Capacity to increase full-time faculty to support program growth List of Faculty, Experience and Qualifications Sites where program will be offered and the resources to support those sites, including on-line offerings.

Internship/Residency
Qualifications, selection process, and responsibilities of mentors and supervisors Description of 3 seminars & when held Selection of placement sites Special Education PK – Grade 12 experiences Assessments, including 3 required specific assessments

Assessments Each assessment included as part of the program
Rubrics for evaluation of assessments Assessments specifically related to SPED, ELL, Bilingual, Early Childhood and Gifted Assessments for program review and evaluation (which and by whom)

Selection Requirements & Process
Face-to-face Interviews Teaching Experience: admission into the program prior to internship/residency prior to program completion Process for verifying, recording and tracking experience

Portfolio Requirements
Programs must include Who will evaluate Rubrics to be used Process for review Timeline for review How reviewers will be trained
