2 Spanish-American War 1898: Cuba & Puerto Rico last 2 remaining colonies of Spain in Americas Cubans began to rebel & fight for independence Cuba made lots of $$ for Spain  sugar US linked economically to Cuba: Buys sugar from Cuba $50 million investments in Cuban sugar plantations, mines, & railroads

3 Spanish-American War 1894: US imposed new tariff (tax) on sugar  devastated Cuba’s economy = Hurts Spain Help the Cuban rebels fight & declares independence Spanish sends 200,000 troops Rebels destroyed lots of property – American property hoping the US would intervene US declares neutrality

4 Spanish-American War Spanish treated the Cuban civilians horribly  tens of thousands dead of starvation & disease Pres. McKinley (US) offered to help negotiate problem Spain offered to give Cuban autonomy but remain part of the Spanish Empire Cuban rebels refused The quality of or state of being self-governing How the US saw itself in the situation

5 Spanish-American War Sensational reporting (yellow journalism) made Americans want to intervene in war 1898 USS Maine exploded in Havana Harbor Congress proclaims Cuban independence & demands Spain to leave Spain declares war on the US War fought on 2 front – Cuba & Philippines Filipinos were also fighting for independence & joined forces with US Defeat Spain in a few months

6 Spanish-American War Spain surrenders Cuba receives independence
US annexed (take over or occupy a territory) Spain’s remaining colonies – Puerto Rico, Guam & the Philippines

7 Cuba Independence but…
Can’t make treaty with another nation that weakens its independence Must allow US to buy or lease naval stations in Cuba Cuba’s debts must be kept low to prevent foreign countries from landing troops to enforce payment US has the right to intervene to “protect” Cuban independence & order The Platt Amendment (required by US to be put in Cuba’s constitution)

8 Puerto Rico Foraker Act (1900)
Congress established a civil gov’t for Puerto Rico Could elect legislature but governor & executive council was appointed by the US president. Not considered American citizen – no rights Congress gradually allowed Puerto Rican to gain greater self-government 1917 – granted US citizenship 1947 – allowed to elect their own governor Today – Puerto Rico state? Or independence?

10 The Philippines Similar to Cuba, Filipinos were also fighting for independence When US intervened in the war – Filipinos and US soldiers joined forces to fight the Spanish After Spain surrenders – US debates over annexing the Philippines: Pro (+) Con (-) economic and military benefit  provides US with naval base & large market for American goods White Man’s Burden  American duty to help “less civilized” peoples Expensive to maintain an empire cheap Filipino labor will drive down American wage violates American ideas/principal

Located in Southeast Asia Under Spanish rule since 1565 Andres Bonifacio established a secret society called the Katipunan to fight for Filipino independence Katipunan started Philippine Revolution 1892 Emilio Aguinaldo takes over the fight – declares Philippine independence 1898 Emilio Aguinaldo general, politician, 1st President of the Philippines US felt Filipino not really for self-determinism  annexes the Philippine  “American occupation” Filipino not considered US citizens Doesn’t give Filipino independence till 1946, after WWII

12 Self-Determinism from German: Selbstbestimmungsrecht der Völker

By: Rudyard Kipling, 1898 Take up the White Man's burden-- Send forth the best ye breed-- Go bind your sons to exile To serve your captives' need; To wait in heavy harness, On fluttered folk and wild-- Your new-caught, sullen peoples, Half-devil and half-child… Take up the White Man's burden-- The savage wars of peace-- Fill full the mouth of Famine And bid the sickness cease; And when your goal is nearest The end for others sought, Watch sloth and heathen Folly Bring all your hopes to nought [nothing].
