DHRA Leadership William H. Booth, Director, DHRA
Mr. Booth, a member of the Senior Executive Service, is the Director, Defense Human Resources Activity (DHRA), reporting to the Under Secretary of Defense for Personnel and Readiness (USD (P&R)). In this capacity, he has direct oversight for all operational activities across the Field Activity’s organizations. Mr. Booth is responsible for DHRA enterprise-wide planning, programming, resource analysis, operational policy, and operational execution for the DHRA component organizations. Deputy Director, DHRA Mr. Jeff Register, a member of the Senior Executive Service, is currently the Deputy Director, Defense Human Resources Activity (DHRA) in the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD(P&R)). As the Deputy Director, Mr. Register serves as principal advisor to the Director in overseeing and coordinating the work of the Field Activity that maintains comprehensive personnel database repositories, directly administers personnel policies, and manages DoD-wide education, outreach, and personnel support programs.

Big Picture: What is DHRA?
DHRA was established in 1996 to provide USD(P&R) a dedicated organization to provide continuous operational oversight and flexibility in performing DoD-wide human resources missions supporting members and their families world-wide. HQ DHRA serves as an intermediate management headquarters, overseeing/coordinating the work of the Components ensuring our warfighters and their families receive the human resources support they deserve, fairly and in a timely manner. DHRA has eleven Components, each with unique, but complementary mission and purpose.

Our Priorities We provide efficient Contracting support through workload assignments by using appropriate contract vehicles to maximize the components mission in support of Service members and their families within a timely manner and reasonable cost. We will aggressively recruit, retain, and supplement our contracting professionals to properly resource our organization to consistently meet our customers’ dynamic mission requirements.
