2. Background
The MOM was originally developed in 1978 by NHTSA and other stakeholder organizations.
In recent years MSF has maintained and updated the MOM for jurisdictional use.
Following a recent NHTSA and AAMVA project to develop a uniform non-commercial model non-commercial driver testing system, NHTSA requested that a similar project be undertaken for motorcycle testing.

4. Literature review of State motorcycle manuals
Developed a new MOM manual and knowledge test item pool
The MOM & Item Pool were field test by the Georgia DDS, Motorcycle Rider Education Program

5. AAMVA released the MOM Manual and Item Pool to the SDLAs in March 2015

The AAMVA Test Maintenance Subcommittee reviews the manuals and item pool twice a year to identify required revisions
