The poverty incidence of Sulu declined by 13.8 percentage points while that of Lanao del Sur declined by 17.1 percentage points. It was Tawi Tawi that registered the largest reduction in poverty incidence in ARMM, which was 17.8 percentage points. Zamboanga del Norte registered the largest incidence of poverty as its poverty incidence worsened by 17.5 percentage points. All of the provinces in CARAGA registered an increase in poverty incidence. Surigao del Norte registered the largest increase in poverty incidence among the provinces in CARAGA, from 42.6% in 2000 to 54.5% in 2003. *Average of the six regions Source: NSCB

It increased by 4.7 percentage points, the largest increase among Mindanao regions. ARMM and SOCCKSARGEN substantially dropped its poverty incidence by population by 6.7 and 8.4 percentage points, respectively. Its poverty incidence worsened from 47.0 in 2000 to 64.6% in 2003. Camiguin had substantially reduced its poverty by 19.7 percentage points, the largest reduction among the provinces in Mindanao. Davao del Sur still had the lowest poverty incidence in 2003 among the provinces in Mindanao despite its increase by 5.8 percentage points, from 18.3% in 2000 to 24.2% in 2003. Lanao del Norte and Misamis Occidental relatively had alarming levels of poverty incidence as indicated by color light red.

Substantial reductions in poverty incidence were also observed among the provinces in ARMM. Lanao del Sur, Sulu, and Tawi Tawi registered double-digit decline in their incidence of poverty. Maguindanao maintained its critical level of poverty at 60.4%, the second largest incidence of poverty next to Zamboanga del Norte. Agusan del Sur, Surigao del Norte, and Surigao del Sur had substantially worsened their levels of poverty in 2003 by 0.5, 11.9, and 10.2 percentage points, respectively. It was only Agusan del Norte among the provinces in CARAGA that registered an improvement in poverty incidence. Its poverty incidence reduced by 7.6 percentage points, from 40.9% in 2000 to 33.2% in 2003.

Municipal Poverty Gap Poverty gap refers to the amount relative to the poverty line that has to be transferred to the poor families to bring their incomes up to the poverty threshold. Municipal Poverty Severity
Poverty severity is the poverty measure which is sensitive to the income distribution among the poor – the worse this distribution is, the more severe poverty is. Poverty Incidence is relatively alarming in Sulu. Subsistence incidence and consumption inequality are relatively less critical in Sulu.
