Internal Controls – Why?
Internal control is an integral process that is effected by an entity’s management and personnel and is designed to address risks and to provide reasonable assurance that in pursuit of the entity’s mission to ensure that the following objectives are being achieved: executing orderly, ethical, economical, efficient and effective operations; fulfilling accountability obligations; complying with applicable laws and regulations; safeguarding resources against loss, misuse and damage. Financial Accountability
Financial accountability is primarily understood as the relationship between the citizens, as accountors, and the Government, as an accountee, where the citizens hold the Government to account for the stewardship of public money. The essence of financial accountability is an obligation of the Government to assure the citizens that money is spent in the best possible and effective way. Financial Accountability and Fiduciary Risk
A risk is probability of an unintended occurrence causing a negative result. Fiduciary risk is the risk that funds will not be used for their intended purposes, will not achieve value-for-money and/or will not be properly accounted for.
