Best Practices Provision of MDM calendar to schools and offices of Education Department with the information like suggested menu, calorie chart, norms with respect to all components, toll free number. “Sampriti Bhojan” for providing supplementary nutritive items/ foods like sweet, fruits, snaked and biscuits etc. to the children in addition to MDM with voluntary support from the community. The State has installed multi-tap facilities in 640 schools for group hand-washing. State has promoted kitchen garden in schools with the help of School Management Committees. Guidelines on food safety and hygiene for kitchens under MDMS have been translated into local languages and distributed to the schools. Ministry of HRD, Govt. of India

Issues Decline in enrolment and coverage of children under primary.
Slow progress in construction of kitchen-cum-stores (5122 i.e. 9% yet to start). Huge pendency (Rs crore) of FCI bills as per FCI statement. Use of firewood as mode of cooking in 75% schools. Non-coverage of children under MDMS in NCLP schools of Nagaon district. Interruption in MDM serving in some schools as per AMS. Less utilization of MME (59%). Mismatch (10%) in utilization of food grains (85%) and cooking cost (95%). Mismatch in data reported through MIS and AWP&B. Ministry of HRD, Govt. of India

Pending Issues State needs to surrender funds sanctioned in the year for 5122 units of kitchen-cum-stores to enable GOI to sanction funds as per plinth area norms and current SORs prevailing in the State. Ministry of HRD, Govt. of India

Innovations etc. It is proposed that the States and UTs may also be given flexibility to utilize, with prior approval of MHRD, 5% of their Annual Work Plan & Budget for new interventions provided they are not included under any of the Central or State Schemes and there is no overlapping of activities. This is subject to CCEA approval. Some of the suggested innovation may be in the field of Water filters, kitchen gardens, provision of LPG connections, use of millets etc. These are only illustrative and not exhaustive.
