Certification ONC BOCES provides assistance through a Regional Teacher Certification Office for individuals residing and/or employed within the ONC BOCES region seeking New York State Teacher/Licensed Teaching Assistant/Coaching Certification. The assistance includes: Providing information regarding certification regulations and requirements Review of transcripts, credentials and applications for teacher certification Providing information regarding the testing requirements Liaison with the New York State Office of Teaching on certification updates & issues The Regional Office is empowered to make recommendations for certification Provisional/Initial Permanent/Professional LTA – Level I, II, & III, Paraprofessional Coaching – Temporary & Professional Certification Updates Currently there are 18 Regional Certification Offices in NYS All ONC BOCES districts and surrounding area Surrounding districts outside of ONC region – DCMO, Herkimer, Broome as they no longer have a Regional Certification Officers Average of 6 calls per day – slow periods Average of s per year Evaluated/processed 118 certification applications the past year

Cooperative Personnel Recruitment Service
This shared service assists schools in recruiting personnel including administrators, teachers and support personnel. There are two levels of service available. Level One – includes reduced rates for advertising, attendance at recruitment fairs and liaison activities with colleges and universities. The cost of this component includes a base fee plus advertising expenses. During we placed $65,571 in advertisements in the local papers. The first four months of we placed over $42,322 in advertisements! Level Two – includes OLAS (On-Line Application System) for Instructional positions provided via a cross contract with PNW BOCES. This system is designed specifically for school districts and BOCES. Currently there are over 300 districts and BOCES utilizing this system with over 85,000 candidates in the database. Non-Instructional Online Application – You now have the ability to post positions such as School Nurse, Teacher Aide, Bus Driver, Clerical Staff, Custodial and other Non-Instructional positions. You will also have the capability to search applicants in the database. Some of the advantages include: accessibility from any computer with internet access, multiple search capabilities, marketing initiatives provided, saves districts time and money. Level 1 – Cost is $2,500 year (7 districts plus BOCES) Level 2 – Based on RWADA and ranges from $2,125 - $3,175 (12 districts plus BOCES) Total ads ran just in local newspapers – Level 1 for $65,571 Total ads ran for the first 4 months this year - $42,322 As of the end of February - $51,350 These are only ads in newspapers and does not include all the ads we draft and input into the OLAS system.

Substitute Service - AESOP
The AESOP service is an automated system for district staff to report absences and secure substitutes that is accessible 24/7. Staff can report absences by telephone or via the internet. Instructional staff can leave special voice or text messages with instructions for the substitute. Substitutes can job shop and also allow for temporary Do Not Disturb and Unavailable status. Supervisors have access to see the status of absences, substitutes and overview of jobs 24/7. The cost is based on a per employee charge. Currently, we have over 627 employees and 328 substitutes in the system. For the school year, the system processed 14,500 absences in the system. 6 Districts Plus BOCES 627 Employees in the system 328 Subs in the system – up from last year by about 75 Statistics from 9/1/2015 Total jobs – 4,420 Filled – 3,842 Unfilled – (some jobs do not require subs) Approx. 87% fill rate - Cost - $88.15 per Employee – Subs not charged

Employee Assistance Program (EAP)
The EAP service assist school personnel and their eligible family members with a variety of issues. The service is accessible 24/7. This service can provide individuals assistance with: Financial and Budgeting Tenant rights Family legal Grief and Bereavement Relationships Child & Teen Alcohol and Drub Abuse Consumer Complaints Employee Benefits: Unlimited telephone counseling Face to face counseling sessions (3 per issue) Work/Life Benefits Wellness Benefits Web site: 926 Employees served by EAP 9 Districts plus BOCES Cost - $25 per employee
